Tender description

The purpose of this pre-procurement market engagement event is to gather market intelligence from organisations that can design and deliver training for specific Non-Destructive Testing (NDT) Services to Network Rail employees. Network Rail is seeking to put in place a contract for the delivery of non-destructive testing, with the aim of: — creating a supplier partnership to design and deliver effective and high-quality training, — increasing our capacity to deliver NDT training to meet customer demand, — increasing efficiency of planning, procurement and delivery administration, — adapting current UT inspection processes where B-Scan technology is replacing and enhancing A-scan technology, — increasing our training and certification portfolio to include techniques for surface crack detection such as eddy current or ACFM inspection. It is envisaged the contract term will be 2 years with the option to extend for a further 1 +1 years. The scope of services to be provided by the supplier is as follows and should meet the requirements of Network Rail written practice/standards. — training and examination courses for ultrasonic rail testing PLT401c to a level 1 standard: —— PLT401c to a level 1; —— Endorsement 1 Basic Ultrasonic Tester (U5, U7, U8, U15); —— Endorsement 2 Enhanced Ultrasonic Tester (U1, U2, U16); —— Endorsement 3 Rolled Manganese Steel Crack Size Estimation (U4); —— Endorsement 4 Detection of fusion face defects in aluminothermic Welds (U6); —— Endorsement 5 Testing of Adjustment Switches (U10); —— Endorsement 6 Rail Foot Sperry Testing (U17); —— rail testing full re-certification assessment examination; —— rail testing interim recertification assessment, — training and examination courses for ultrasonic rail testing PLT401 b to, — Level 2 supervisors for ultrasonic testing of rail, — training and examination courses other NDT techniques PLT402b, — Endorsement 1: Liquid penetrant testing (LPT), — Endorsement 2: Magnetic particle testing (MPT), — rail testing appreciation course for managers, — specific courses not covered by above. Charged at day rate by agreement. Methodology: The supplier shall have suitable facilities including classrooms, workshop space, practical training samples, along with competent and experienced staff. All courses shall be conducted using Network Rail approved training material which contains both theory and practical elements. Significant emphasis of course delivery is on the practical element which allows the student to develop the ‘art” of testing whilst testing real samples in a safe controlled environment. Competence is awarded to individuals who pass the training course and final examinations. All NDT examinations are to be conducted in controlled conditions where the examinee answers theory questions and practically tests a number of components to demonstrate capability. All examination samples shall be mastered and contain real defects that is representative to normal rail testing. New URFDO’s are also assessed on-site by the examiner following a mandated work experience period. Certification: The supplier will be a UKAS accredited training and examination centre authorised to offer courses tailored to the rail industry. The Network Rail written practice follows the guidelines laid down in EN473, ISO9712 and SNT-TC-1A. All courses and examinations will be managed by a level 3 NDT engineer who holds a 3rd party accredited competence in the relevant technique and authorised by Network Rail. Certificates of competence issued will meet the requirements of Network Rail Company written practice.
