Tender description

Portsmouth City Council (the Council) is inviting expressions of interest from suitably experienced contractors for the delivery of new supported living accommodation by redeveloping the former Longdean Lodge site in Portsmouth. The costs of the works are estimated at 5 400 000 GBP with a target date for award of contract of April 2020, works commencement in May 2020 and completion by July 2021. In order to provide a streamlined sourcing route for the delivery of further supported living accommodation, a shortlist of 5-6 contractors will be established via this procurement process which may be utilised act the Council's option for a 3 year period following formulation of the shortlist. Including for Longdean Lodge redevelopment, the total spend via the shortlist could be in the region of 20 000 000 GBP. Application is via submission of a completed supplier selection questionnaire by 20.11.2019 by 12.00. All associated documents can be obtained from the Council's InTend e-sourcing solution. The Council is running the procurement process in line with the 'Restricted Procedure' as set out within the 'Public Contracts Regulations (2015)'. The former Longdean Lodge residential care home and day centre were demolished down to ground floor slab level in 2015. The Council anticipate the redevelopment of Longdean Lodge site to cost in the region of 5 400 000 GBP and will be procured on the basis of a traditional single stage competitive tender route (with a client appointed consult design team). The contract will be let using the JCT Intermediate Building Contract with Contractor's Design 2016 (ICD). The successful contractor will be appointed by 7.4.2020 for onsite commencement in early May 2020 for completion by July 2021. The SSQ provides an overview of the current project and a full tender package will be provided to the 5-6 successful shortlisted contractors to deliver the construction of this project. Longdean Lodge — Scope of works: The existing Longdean Lodge site is to be redeveloped to provide supported living accommodation for adults with learning difficulties and also include communal living and dining areas, staff facilities and a reception area. The accommodation will include: — five 4 bed flats are to include: —— 4 bedrooms sized and designed for wheelchair users, —— ensuite wheelchair accessible wet-rooms to each bedroom, —— a wheelchair accessible assisted bathroom, —— an open-plan communal living space including a communal kitchen and dining area, —— a separate utility room for washing machine and tumble dryer. —— storage, — eight 1 bed flats are to include: —— 1 bedroom, —— a bathroom designed to be fitted out either as a bathroom or a wet-room, —— a living area with a small kitchen, —— storage, — the following communal and staff accommodation is required: —— staff office which will also act as a reception, —— staff sleeping rooms, —— Communal living areas, —— communal kitchen and dining areas, —— accessible WC's, —— storage. The whole building is to be wheelchair accessible with level thresholds and passenger lifts. Future projects: In order to provide a streamlined sourcing route for the delivery of further supported living accommodation, a shortlist of 5-6 contractors will be established via this procurement process which may be utilised act the Council's option for a 3 year period following formulation of the shortlist following assessment of SSQ applications received in response to this contract notice. Including for Longdean Lodge redevelopment, the total spend via the shortlist could be in the region of 20 000 000 GBP. In the event of significant disparity in the evaluation of SSQ submissions, the Council will reserve the right to reduce the tender shortlist to a minimum of 3 contractors.
