Tender description
ENGIE Services Ltd (ENGIE) on behalf of North East Lincolnshire Council is carrying out a Preliminary Market Consultation (PMC) for the provision of its demand responsive bus service. The Authority is seeking to appoint a new delivery partner for the continuation of the phone and ride service from July 2019 for a period of 2 years with the option to extend the contract for a further 1 year. The service is managed by ENGIE as part of the regeneration partnership contract and is currently delivered on behalf of the Authority by a private sector provider. The Authority is keen to consider what other options might be open to it. The purpose of this PMC is to seek views from the market regarding what it considers might be alternative solutions to deliver the phone and ride Demand Responsive Transport (DRT) services. The phone and ride service provides a demand responsive bus service to enable communities and individuals with no or limited access to mainstream public transport provision to access employment, health, education, shopping and leisure. Phone and ride is often recommended as a solution to transport access issues by groups such as healthcare professionals and residential care providers. Whilst the conventional bus network provides extensive coverage throughout the Borough, there are some journeys which cannot be made, either due to the location of the origin/destination points or at the time at which an individual wishes to travel. Individual personal circumstances may also restrict a person’s access to the conventional bus network, for example the elderly or those with mobility impairments, who may need a more tailored service than other service users There is a desire for the authority to improve the targeting of the service for those passengers who are in greatest need of the phone and ride service The authority currently has a contract in place, but are seeking the markets views on this contract and any alternatives which may be available.
