Tender description

The project requirement is to commission an Outline Business Case for a Community Hub in Bitterne District Centre using the government Treasury Green Book methodology. The aim is to develop a Community Hub which incorporates a leisure centre, a library, and health services; and by doing so will release sites for housing development. The OBC will include identifying the tenants requirements, the economic case, and how the project would be funded from both a capital and revenue perspective. There will also be a recommendation in relation to the programme and procurement.
