Tender description

— the London Borough of Bexley (Lot 1) has tendered it's revenue services and financial assessments via a restricted tender route, and — the London Borough of Bromley (Lot 2) has tendered its exchequer services also via a restricted tender route, these were both independent procurement processes which included the evaluation. Bromley’s and Bexley’s respective specifications and requirements are different from each other — this was not a joint tender but 2 separate and independent tenders with alignment of the tender timetables. The London Borough of Bexley was seeking to identify a suitably experienced service provider to deliver it’s revenue services, comprising of: —revenue collection —— Council Tax, —— national non domestic rates. — administration of assessments and payments —— housing benefit, —— free school meals, —— financial assessments, —— deferred payment agreements, —— cashiering services, —— other services, —— customer services, —— post and print services, —— management of IT systems used to provide services. This was initially advertised for 8 years with 2 possible extensions of up to 2 years each, but was changed to 7 years and 9 months with 2 possible extensions of up to 2 years each to align with the London Borough of Bromley's (Lot 2) expiry date for their exchequer contract 31.3.2028. The London Borough of Bromley was seeking tenders for it's exchequer services. There are various elements to the exchequer services contract. The services this contract comprises of are noted below. — IT, — housing benefit and Council tax support/reduction, — Council tax, — business rates, — sundry debtors, mortgages and debt management, — cashiers and postal services, — cash collection, — payroll, — pensions, — accounts payable, — financial assessment and charging, — appointee and deputyship, — customer services, — schools finance, — schools' human resources provision (statutory services) — community and voluntary controlled schools, — schools' human resources provision (statutory services) — foundation and voluntary aided schools.
