Tender description
This notice relates to the construction of the National Manufacturing Institute for Scotland. The building will be approx. 11 500 m2 GIFA and sits on an 11 acre site. The (NMIS) will be an industry-led international centre of manufacturing expertise where research, industry and the public sector work together to transform skills, productivity and innovation to attract investment and make Scotland a global leader in advanced manufacturing. The new build facility will be a state of the art facility comprised of: — the digital factory 2050 — industry led centre for collaborative manufacturing research, technology and solution development, — the innovation collaboratory (incorporating the ‘Forum’) — Industry led centre for manufacturing technology application and process development, — the manufacturing skills academy — Scotland’s hub for manufacturing skills and education, — the ‘Forum’ — providing links to business support, to the One Scotland Partners and external organisations. The University require a suitably experienced principal contractor to undertake the construction requirements of the NMIS. The project at the time of tender for Stage 2 will be completed to the end of RIBA Stage 4 — technical design. This project will be tendered as a design and build contract under the NEC3 ECC Option A — Priced contract with activity schedule supplemented and amended by additional conditions of contract in the form of Z clauses. It is intended that the University’s appointed design team will be novated to the successful contractor upon appointment. The successful contractor will take possession of the NMIS site and setup the contractor’s welfare and storage compound, including forming an access haul road from Abbotsinch Road to the compound. A site plan is to be produced by the contractor to show the temporary works to form the access and compound. The site is a former arable farm and the necessary change of use has been approved for the formation of the AMIDS Business Park (being developed by Renfrewshire Council) and NMIS is one of the first developments to be constructed. The medicines manufacturing innovation centre (MMIC) will also be under construction adjacent to NMIS, and the new realigned Abbotsinch Road will also be under construction. The NMIS contractor will be required to work collaboratively with these neighbouring contractors to ensure a successful delivery of the initial AMIDS park implementation. The contractor will construct the NMIS building including the land preparation, new piled foundations and substructure, superstructure and roof, internal elements and building services, landscaping to the site area up to the boundary and connecting the NMIS access and egress roads to the Renfrewshire Council’s new roads, all to deliver a fully completed and operational National Manufacturing Institute Scotland. The works will be designed to Stage 4 — technical design and the contractor will complete all elements described and detailed in the requirements. The works will include but not be limited to: — temporary works to fence the full site (e.g.; heras type panels) clear the site of topsoil and prepare for piling operations, including controlling water levels, — ground works incl. excavations and trenching for drainage and services ducts, — pile foundations, — substructure incl. 350 mm thick concrete floorslab, — superstructure incl. steel portal frames, glulam diagrid structure, curtain walling and Kingspan or equivalent insulated wall panelling and roof panels with glazed north-lights, — steel space frame with 35 m span across workshop, capacity to carry 20 T crane (traversing the full length of the factory) at 8 m clear to underside – overall building/parapet height circa 15 m, — the collaboratory and forum have been design to have a glazed, steel and glulam ‘diagrid’ timber structure formed of glulam beams/ raked columns exposed internally with steel tie/ bracket/shoe components with skylights and a sedam covered standing seam roof, — access and egress roads within the NMIS development plot, connected to the new roads by Renfrewshire Council, — all internal fit-out and all building services installations including new gas, electricity, water and telecommunications utilities, — management of FF&E installations throughout and also large equipment machinery in the digital factory, — provision of a well-balanced project team with the right mix of skills and experience, with evidence of the abilities to deliver on roles and responsibilities, — implementation of building information modelling (BIM) in liaison with project design team.
