Tender description
Efficiency East Midlands Ltd (EEM) is a procurement consortium which establishes and manages a range of framework agreements. Our members include organisations providing services to the whole public sector including social housing providers, local authorities, blue light services and education and health related organisations. The EEM Membership combined property stock is in excess of 2 500 000. EEM on behalf of its members are looking to establish a property improvements framework with multiple contractors to support members in maintaining property stock standards. The framework has been split into the following core lots: Lot 1: Planned Domestic Property Improvement Works; Lot 2: Corporate and Commercial improvement Works; Lot 3: Void Property Repairs and Improvement Works; Lot 4: Kitchen and Bathroom Improvement Works. Efficiency East Midlands (EEM) ware conducting this tender exercise on behalf of its membership to establish a framework agreement consisting of multiple providers who can undertake a wide scope of property improvement works. Typical types of works covered by this framework will include for; major and minor planned investment refurbishment schemes, cyclical improvement works including works across multiple and single sites and any additional decent homes programmes or new initiatives that arise. Contractors applying for Lot 1 planned domestic property improvement works will be capable of undertaking whole and part property improvements including any improvement works to fire and flood damaged properties or properties that are structurally damaged. Contractors appointed to this lot must note that we will not be splitting the framework into specific work streams, therefore bidders must be capable of undertaking, through their own in-house labour or via sub-contractors where required, the entirety of domestic building property improvement works covered within the specification. The works detailed below are not an exhaustive list of works covered by Lot 1 of this framework: — internal stripping out works, — bathroom installations and associated works, including level access showers, — kitchen installations and associated works, — heating system installations and associated works, — boiler installations and associated works, — general plumbing works, — electrical works. —— electrical upgrades to properties which fail the 18th edition electrical regulations, —— electrical installations, —— rewiring and associated electrical works, —— electrical testing and reports. — external wall insulation, cavity wall and loft insulation works, — roof works, guttering, fascia’s and soffit improvement works, — structural works, — external property improvement works. —— new concrete paths, hard standing's and steps, —— resurfacing works, —— fencing and gate installations, —— handrail installations, —— wall rendering, —— brick/block walling, —— mixing/casting/curing in-situ concrete, —— external Fabric Improvements. — installation of windows and doors, — brickwork repairs and pointing, — internal improvements, — joinery and metalwork, — general builders works, — flooring works, — plastering works, — painting and decoration works, — alterations and conversions, — damp proofing works, — garage refurbishments to include structural repairs, — drainage repairs and improvements, — window and door installations, — fire doors and fire stopping works, — any other property improvements and associated works. Lot 1 planned domestic property improvement Works will be further split into value bands and two core geographical lots as detailed below: — planned domestic property improvement works <250 000 GBP Midlands, — planned domestic property improvement works < 250 000 GBP Wider Coverage, — planned domestic property improvement works 250 000 GBP-1 000 000 GBP Midlands, — planned domestic property improvement works 250 000 GBP- 1 000 000 GBP Wider Coverage, — planned domestic property improvement works 1 000 000 GBP > Midlands, — planned domestic property improvement works 1 000 000 GBP> Wider Coverage. The framework is being procured by Efficiency East Midlands Ltd (‘EEM’) on behalf of their members and the other organisations described in Section VI.3 as being authorised users. The call-off contracts to be awarded pursuant to the framework agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 4 years beyond expiry of the 4 year framework term. Please note that the total potential value stated in II.2.6) is in relation to Lot 1 and for the full 4 year framework and takes into consideration that the EEM membership may grow over the life of the framework. Lot 2 of the framework agreement is for corporate and commercial property improvement works and typical types of works will cover: — commercial business units and office building improvement works, — hospitals and police station improvement works, — universities and student accommodation improvement works, — academy and School refurbishment and fit out works, — community centre improvement works, — leisure centre and gym refurbishment and installation works, — pavilions refurbishment works, — changing rooms and public toilets refurbishment works, — outdoor parks and children’s play facilities, — outdoor fitness facilities installation and improvement works. Lot 2 corporate and commercial property improvement works will be further split into value bands and 2 core geographical lots as detailed below: — corporate and commercial property improvement works < 250 000 GBP Midlands, — corporate and commercial property improvement works < 250 000 GBP Wider Coverage, — corporate and commercial property improvement works 250 000 GBP-1 000 000 GBP Midlands, — corporate and commercial property improvement works 250 000 GBP-1 000 000 GBP Wider Coverage, — corporate and commercial property improvement works 1 000 000 GBP > Midlands, — corporate and commercial property improvement works 1 000 000 GBP > Wider Coverage. The framework is being procured by Efficiency East Midlands Ltd (‘EEM’) on behalf of their members and the other organisations described in Section VI.3 as being authorised users. Lot 3 of our property improvements framework is dedicated to void property management, improvement works and all repairs including responsive repairs, to ensure properties meet and are maintained to contracting authority re-let policy and standards before being put back into use. Generally, properties should be clean, tidy and secure and in good repair, free from damp, mould, wet and dry rot, timber decay or infestation.In addition, contracting authorities will expect all relevant electrical, gas and general safety checks and testing to be undertaken to void properties and the relevant level of cleaning and clearance as determined by the contracting authorities standards and specified requirements. All works must be completed within the agreed and allocated time frame and properties must be returned to the contracting authority for re-letting in a snag-free state. Also included within the requirements for lot 3 will be responsive repairs, to make safe any reported unsafe properties. Contractors appointed to lot 3 will be expected to offer a key to key solution from initial receipt and survey to property completion and return of keys to designated point. We will not be splitting the framework into specific work streams, therefore bidders must be capable of undertaking, through their own in-house labour or via sub-contractors where required, the entirety of void property improvement and repair works covered within the specification. Typical works covered by Lot 3 of this framework are: — boiler and heating systems, testing, repairs and installations, — gas and electrical safety checks and testing, — capping of gas supply to void properties and reinstatement on reoccupation of property, — electrical works, testing, rewires and any remedial works as identified, — electrical upgrades to properties which fail the 18th edition electrical regulations, — kitchen and bathroom repairs, alterations and replacements, — level access showers, — general plumbing works, — glazing repairs and make safe damaged glazing, — doors, windows and lock change, — property cleans and clearance – light, medium and heavy, — property garden clearance — light, medium and heavy, — internal improvements and repairs, — wall and floor finishes, — general builders works, — joinery and metal works, — timber repairs, — plastering and decorating, — roof repairs, — drainage repairs, — concrete path/hard standing's and step repairs, — fencing/gate repairs and handrails, — responsive repairs and making safe, — fire compartmentalisation, — any other void property works. Lot 3 void property repairs and improvement works will be further split into value bands and two core geographical lots as detailed below: — void property repairs and improvement works < 500 000 GBP Midlands, — void property repairs and improvement works < 500 000 GBP Wider Coverage, — void property repairs and improvement works 500 000 GBP> Midlands, — void property repairs and improvement works 500 000 GBP> Wider Coverage. Contractors applying for this lot will only be eligible to undertake kitchen and bathroom works, the programmes will be of a variety of sizes and budgets and the framework has been split into works <500 000 GBP and works 500 000 GBP> to ensure we have a suitable number of contractors willing to undertake smaller and larger kitchen and bathroom programmes. Lot 4 has been further split into 2 core geographical lots as detailed below: — kitchen and bathroom improvement works < 500 000 GBP Midlands, — kitchen and bathroom improvement works < 500 000 GBP Wider Coverage, — kitchen and bathroom improvement works 500 000 GBP> Midlands, — kitchen and bathroom improvement works 500 000 GBP> Wider Coverage. The framework is being procured by Efficiency East Midlands Ltd (‘EEM’) on behalf of their members and the other organisations described in Section VI.3 as being authorised users.
