Blackpool Council are seeking to enter into a concession, under the Concession Contracts Regulations 2016 Regulation 19, on the future direction, investment, management and funding of the above facility. The estimated value of the concession will be determined by market proposals. This opportunity is published on Blackpool Council's electronic tendering portal, The Chest (https://procontract.due-north.com). You will need to register on the portal, which is free of charge, then search for the opportunity — Reference DN386031. The procurement will be a single stage procedure pursuant to the Concession Contracts Regulations 2016, Regulation 19. Bidders will be expected to submit tenders by Friday 8th February with further details of the procedure set out in the procurement documents on The Chest. The Council are seeking to grant a Lease (term to be negotiated although a minimum of 10 years is expected). The maximum term length will be reflected by bidders' submissions. Whilst retaining an operational golf course is an option, bold and innovative alternative proposals in respect of the operation and future use of the asset of the site will be considered. The retention of the asset to deliver a leisure facility is essential. Landlord’s responsibilities exist for a current lease with the Trustees of Blackpool Park Golf Club in respect of the Clubhouse. This lease expires on 31.1.2023. Proposals must consider and set out how they will deal with the Clubhouse lease as the Council cannot force Trustees to surrender the lease under current terms and conditions. The Council cannot provide any grants or subsidy for investment purposes or towards running the facility. An outline plan of the site is published with the procurement documents.
