Tender description
This contract is for the provision of local bus services to Shotley Bridge. The requirement to provide fully costed and viable proposals for the enhancement of the local bus service network that current serves Shotley Bridge and any links to surrounding areas. This procurement is issued under an Open OJEU Procedure under Section 7 of the Public Contracts Regulations 2015. The expected start date for the proposed contract is 24.11.2019. The expected end date for the proposed contract is 26.10.2024. An opportunity has arisen, using Sn 106 developer funding, for the County Council to invite costed proposals for the enhancement of the local bus service network serving Shotley Bridge including links to surrounding areas. Priced proposals are invited up to a maximum of 250 000 GBP overall payment over the life of the contract. The purpose of the project is to kick start enhancements to the public transport network that should be able to be commercially sustainable in the medium term. To comply with the terms of the Sn 106 agreement we are looking for proposals that focus on 2 themes: — a regular Monday to Saturday service of at least 11 return journeys per day between Elm Park (B6310) stops and Consett Bus Station. First bus to arrive in Consett no later than 0830 and the last bus to depart Consett Bus Station for Elm Park no earlier than 1830, — other enhancements to local bus services serving Shotley Bridge which could include service frequency, enhanced connectivity, vehicle quality and emissions, and customer experience. Bus services should be priced on a ‘net subsidy’ basis with the on and off bus revenue remaining with the contractor. If individual elements of the proposals are capable of being provided independently they should be costed separately but may also be incorporated in packages if desired. The right is reserved to select individually priced elements from more than 1 operator up to the maximum of 250 000 GBP where elements demonstrably do not conflict.
