Tender description

Sturry Link Road A28-A291 is a design and build contract for new highway and viaduct over flood plain and railway, aiming to reduce traffic on the A28 and A291 through Sturry, ease congestion at the Sturry level crossing and cater for the extra traffic from the new housing proposed at Sturry, Broad Oak and beyond at Herne Bay. Sturry experiences high levels of traffic which, combined with frequent operation of the level crossing can lead to severe congestion, making journey times unreliable. The proposed new road will be located to the north and west of Sturry providing a new 1,5 km route to link the A28 Sturry Road in the south to the A291 Sturry Hill in the east. A section of new road is also proposed to provide a direct link to Shalloak Road to the west. The section of the Sturry Link Road being delivered by KCC as the Highway Authority involves major works which are outlined in more detail in the section below and also within the SQQ and associated attached documents. The SQ is being released on 15.7.2019 — within the SQ you will find a programme with approximate dates for the procurement process. Please note all attachments are provided as DRAFT for information only at this stage (except the SQ which needs completing and returning by 27.8.2019). Below is a brief description of the project however the DRAFT documents attached to the advert will give a much more detailed understanding of the scope and scale of the project. The section of the Sturry Link Road being delivered by KCC as the Highway Authority involves: — the construction of a new roundabout on the A28, — a 250 m long continuous bridge structure (viaduct) spanning both the railway and both arms of the Great Stour and its floodplain, — a new roundabout to the north of the railway connecting to the element of the route being delivered by the developers, — a surface water attenuation pond, — environmental mitigation, — alterations to the A28/A291 junction.
