Tender description
DTUP has procured a new fleet of trains for Piccadilly line. The introduction of the new fleet requires changes to the maintenance procedures and facilities. To facilitate the introduction of the new fleet, it is necessary to provide not only the stabling and sidings required for the new trains but also additional stabling capacity to enable migration to the new fleet. There are 3 sites on the Piccadilly line; Cockfosters depot, Northfields depot and South Harrow Sidings. The scope of Piccadilly line depots and stabling project is expected to include the following work packages: — A Design Management and Construction Management Organisation (DMCMO), — track works, — staff offices, welfare facilities, service plant rooms, stores, ancillary rooms, — workshop and maintenance facilities, — train and depot equipment, — enabling works, — logistics and site facilities, — power, M&E, telecomms, — landscape. There is a requirement for the first maintenance facilities to be operated by May 2023. London Underground Ltd (LUL), an operating business of Transport for London (TfL), is upgrading the Piccadilly line as part of DTUP. This notice commences TfL’s market consultation on how to upgrade Piccadilly line depots for a new era – a 21st century solution for a modernised TfL. This PIN is not about a single procurement, but it is about presenting how TfL envisages to package and deliver the upgrade works and gauging the market’s feedback. TfL is seeking every opportunity to optimise delivery and make critical long term capital investment decisions. It is committed to engaging with suppliers to explore new ways of working to achieve an affordable, cost effective solution with unprecedented levels of collaboration and innovation. LUL aims to build on industry readiness — the capacity, capability and expertise to enable the adoption of new ways of working, utilising both traditional and offsite construction methods where suitable, in order to maximise benefits.
