Tender description

The council invites operators to tender to join a Dynamic Purchasing System (Known as a DPS) for the provision of transportation of service users (children and adult service) within Staffordshire. From 1.9.2019 The DPS will be used to supply transport services using Hackney Carriages, Private Hire Vehicles and Passenger Carrying Vehicles (PCV) for children with Special Education Needs and children in mainstream education from home to school and assist with transport needs for adults with disabilities and mental health issues. In order to be able to compete for business with the Council, suppliers must first be accepted to join the DPS. They will then be notified automatically of opportunities to bid for contracts through call-off competitions. Refer to the procurement documentation for the full specification. A dynamic purchasing system to deploy the supply of Home to School Transport provision in Staffordshire for pupils in mainstream education and special needs education. This DPS may also include transport for adult service users not limited to but including disabilities and mental health. Their may be a requirement for Passenger Assistants to assists on the SEN Transport dependant on the needs of the service user. This DPS is run as an electronic process using the Authority’s eSourcing solution (Staffordshire County Council E-tender Portal). This procurement follows DPS procedures as set out in the Public Contracts Regulations 2015. — Stage 1: Compliance Process (Registration and request to participate), — Stage 2: Invitation to tender (Call-off Competition). 1st tranche stage 1: It is envisaged that the tender (Selection Questionnaire) will be advertised from 3.5.2019 until 3.6.2019. It is envisaged that evaluations of the selection questionnaire will executed over a period of 30 calendar days from 3.6.2019 until 4.7.2019. It is envisaged Suppliers will be notified of their acceptance onto the DPS following 4.9.2019. 2nd tranche stage 1: It is envisaged that the tender (selection questionnaire) will be re-opened from 3.6.2019. It is envisaged that the evaluation of the selection questionnaire will be executed from 5.8.2019. Applications to join the DPS — tender (selection questionnaire) following 1.9.2019 will be evaluated over a period of 10 calendar days. Stage 2: will commence on or after 1.9.2019. This procurement process will give assurance that Suppliers have met a stated set of standards to carry out the call-off contracts. Please refer to the procurement document (SQ).
