Tender description

The creation of a highway works framework for a period of 2 + 1 + 1 years, and will have a total unguaranteed value of 16 000 000 GBP. The creation of this framework will provide increased capacity to enable the team to meet in-coming demand. The framework will include the following and is divided into lots: Lot 1: Minor Road Repairs — Labour Day Rates; Lot 2: Civil Engineering; Lot 3: Specialist paving works; Lot 4: Road Markings; Lot 5: Design and Build. Lot 1: Minor Road Repairs — Labour Rates: This lot is for hire of labour only resources to undertake minor repairs on the highway network, such as pothole repairs and patches.The work to be executed under this framework will be spread over a number of sites within the City. The resource may be required at short notice, and durations will vary subject to the level of demand that the Authority is facing for this type of work. A day rate price is required and should include: (a) 2 person team, both holding a valid NRSWA accreditation and must be fully competent in undertaking repairs on the highway network; (b) a 7,5T tipper vehicle and appropriate small plant including, but not limited to: wacker, stihl saw, roller, etc.; (c) material — 2.2T of AC10 surface course, over-banding and tack coat; (d) standard Chapter 8, Signing and Guarding. Additional rates are required for: — additional material per tonne. AC10 Surface Course HDM 50 Binder Course Lot 2: Civil Engineering. The work to be executed under this Lot will be spread over a number of sites within the City, each site providing a separate task order after a call off via mini competition has selected the successful contractor from the framework. The individual task orders for works during this framework will range in value from 1 000 GBP to 750 000 GBP. The total quantity of work the framework contractors will be able to bid for via a mini competition is dependent on the forthcoming financial funding allocation during the period of the contract. Works may comprise of any or all of the following activities: site clearance including, take up or down and set aside for reuse, take up or down and tip off site, demolition of individual or groups of structures, drainage and service ducts, earthworks, pavements, Kerbs, footways and paved areas work types will include but not exhaustive vehicle access crossings for both domestic and commercial premises, footway reconstruction works, carriageway reconstruction works, drainage installation works, ducting installation works, Kerbing works either new lines or maintenance of existing ones, small paving works either lift, construction of new small car parks up to 40 spaces, Section 38 works forming new junctions and accesses on public highway, Section 278 works alterations to the existing highway, Small elements of landscaping and planting, small elements of road marking. Lot 3: Specialist Paving: the individual task orders for works for this lot will range in value from 1 000 GBP to 50 000 GBP. The total quantity of work the framework contractors will be able to bid for via a mini competition is dependent on the forthcoming financial funding allocation during the period of the contract. Works may comprise of any or all of the following activities: site clearance including, take up or down and set aside for reuse,take up or down and tip off site, earthworks, pavements, specialist paving, kerbs, footways and paved areas, Work types will include but not exhaustive:- The installation of new ridged paving including the using propriety bedding mortar and grout and the maintenance of existing paved areas including cleaning repairing and re grouting. Lot 4- Road Markings: The work to be executed under this framework will be spread over a number of sites within the City, each site providing a separate task order after a call off via mini competition has selected the successful contractor from the framework.The individual task orders for works during this framework will range in value from 1 000 GBP to 50 000 GBP. The total quantity of work the framework contractors will be able to bid for via a mini competition is dependent on the forthcoming financial funding allocation during the period of the contract. Works may comprise of any or all of the following activities: — refreshing existing road markings, — renewing road markings, — removal of existing markings. Work types will include but not exhaustive: — the removal and replacement of road markings. Lot 5: Design and Build: the work to be executed under this framework will be spread over a number of sites within the City, each site providing a separate task order after a call off via mini competition has selected the successful contractor from the framework. The individual task orders for works during this framework will range in value from 1 000 GBP to 750 000 GBP. The total quantity of work the framework contractors will be able to bid for via a mini competition is dependent on the forthcoming financial funding allocation during the period of the contract. works may comprise of any or all of the following activities: — the design of schemes to DMRB, — site clearance, — take up or down and set aside for reuse, — take up or down and Tip off site, — demolition of individual or groups of structures, — earthworks, — pavements, — Kerbs, footways and paved areas. Work types will include but not exhaustive — vehicle access crossings for both domestic and commercial premises, — Footway reconstruction works, — carriageway reconstruction works, — drainage installation works, — ducting installation works, — Kerbing works either new lines or maintenance of existing ones, — small paving works either lift and relay or renew, — construction of new small car parks up to 40 spaces, — Section 38 works forming new junctions and accesses on public highway, — Section 278 works alterations to the existing highway, — small elements of landscaping and planting, — small elements of road marking, — designing and building of small schemes.
