Summary of the work MHRA require advice on the complete end-to-end processes for digital product development. This work will advise on best practice for the development of new and redevelopment of existing digital products with a view to understanding requirements for the development of an internal team. Expected Contract Length 6 months Latest start date Monday 12 March 2018 Budget Range Must not exceed £20,000 Why the Work is Being Done The Medicines and Healthcare products Regulatory Agency operate a number of websites delivering a range of services (e.g. provision of guidance, regulatory information and publications, submission of data, access to research data and web-shops). Greater understanding of the end to end process of digital product development is required to enable consideration of how specific digital products should continue to be maintained and new tools developed. Problem to Be Solved The MHRA wishes to understand the requirement for building internal product development capability in specific areas to respond to user needs by increasing innovation. Who Are the Users Users of MHRA products include the public, pharmaceutical industry, academia, healthcare, regulators, etc. They rely on the MHRA to ensure products in the UK market meet applicable standards of safety, quality and efficacy. Work Already Done Websites already exist and customer insight research has been carried out. Existing Team The supplier will be asked to work with a small project team assessing feasibility including product managers and scientific staff supported by from Information Management, Finance, and Communications divisions. Current Phase Not started Skills & Experience • Demonstrable capacity to fulfil the requirements demanded by this outcome • Demonstrable experience in all aspects of a digital product development process • Evidence of delivering digital services that meet the GDS Digital Service Standard criteria and have passed GDS service assessments • Evidence of delivering digital services developed using metrics and analytics which meet end user needs • Knowledge of content production and how to develop digital platforms Nice to Haves • Knowledge of both digital and non-digital publishing processes • Evidence of previous experience working for government organisations Work Location The supplier would be expected to periodically meet agency staff at MHRA offices in London. Working Arrangments It is expected that the supplier will work 2-3 days per month over the duration of the project. The supplier will meet with agency staff to support the drafting of a process for end-to-end digital product development based on industry best practice. You have said 'Supplier would work for 2-3 days per month over the duration of the project'. How will the payment be made? Will it be on a per month basis? The supplier will raise an invoice upon customer sign-off of deliverables. This would usually occur at the end of the month. 2. You have said that 'Supplier would need to work 2-3 days per month over the duration of the project' - If we count 6 months - then its a duration of 12-18 working days. Would you pay on a pro-rata basis? Payments will be made against supplier invoices raised on a monthly basis for days worked. 3. In order to undertand the overall scope of work, could you share: 1) How many Websites do you have? 2) How many Content management systems do you have? 3) How many departments are involved in managing these digital products? 4)How many people are involved (ballpark) in managing these digital products? The scope of the work is to understand and define best industry practice for the process of digital product development. It is not envisaged that the supplier will redevelop existing products, but the development of products based on a single website with a content management system could be used as a case study. What is your expectation on the knowledge of non-digital publishing processes? The Agency produces a range of hardcopy publications including regulatory texts, event materials, pamphlets, etc. Although the main focus of this work is digital, it may be useful if the supplier has knowledge of how hardcopy materials are produced.
