Why the Work is Being Done The Medicines and Healthcare products Regulatory Agency operate a number of websites delivering a range of services (e.g. provision of guidance, regulatory information and publications, submission of data, access to research data and web-shops). Greater understanding of the end to end process of digital product development is required to enable consideration of how specific digital products should continue to be maintained and new tools developed. Problem to Be Solved The MHRA wishes to understand the requirement for building internal product development capability in specific areas to respond to user needs by increasing innovation. Who Are the Users Users of MHRA products include the public, pharmaceutical industry, academia, healthcare, regulators, etc. They rely on the MHRA to ensure products in the UK market meet applicable standards of safety, quality and efficacy. Early Market Engagement Work Already Done Websites already exist and customer insight research has been carried out. Existing Team The supplier will be asked to work with a small project team assessing feasibility including product managers and scientific staff supported by from Information Management, Finance, and Communications divisions. Current Phase Not started Work Location The supplier would be expected to periodically meet agency staff at MHRA offices in London. Working Arrangments It is expected that the supplier will work 2-3 days per month over the duration of the project. The supplier will meet with agency staff to support the drafting of a process for end-to-end digital product development based on industry best practice. Security Clearance Basic security clearance required Additional T&Cs This requirement falls outside of IR35 Skills & Experience Demonstrable capacity to fulfil the requirements demanded by this outcome Demonstrable experience in all aspects of a digital product development process Evidence of delivering digital services that meet the GDS Digital Service Standard criteria and have passed GDS service assessments Evidence of delivering digital services developed using metrics and analytics which meet end user needs Knowledge of content production and how to develop digital platforms Nice to Haves Knowledge of both digital and non-digital publishing processes Evidence of previous experience working for government organisations No. of Suppliers to Evaluate 3 Proposal Criteria Approach and methodology How the approach or solution meets user needs Estimated timeframes to complete the work Cultural Fit Criteria Work as a team with our organisation and other suppliers Agile and flexible to changing/uncertain requirements Share knowledge, experience and skills with other team members so as to build sustainable capability Transparent and collaborative when making decisions Provide critical challenge whilst maintaining good relationships Payment Approach Capped time and materials Assessment Method Written proposal Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range must not exceed £20,000
