Tender description

The focus of IGEN-Access is to improve the sector environment for rural energy enterprises, and strengthen the ability of enterprises to deliver renewable energy solutions to rural communities. IGEN-Access is to focus on Uttarakhand, Uttar Pradesh, Bihar, West Bengal and North Eastern Region. The State Nodal Agencies (SNA) of these states are also implementation partners. Clean Energy Access Network (CLEAN) is an all India representative created in 2014 with a mandate to support, unify and grow the decentralized clean energy sector in India. CLEAN deliberately brings together diverse stakeholders from every slice of the sector across India who are working to improve energy access for the rural and urban poor. These stakeholders include decentralized energy enterprises, financial institutions, research institutes, universities, and community-based non-profits among others. India has emerged as the fastest growing economy in the world with an impressive growth rate of 7.9 % for the year 2015-2016 exceeding expectations and earlier predictions of 7.6 %. The current government of India prides itself on being progressive, and claims that India’s current economic and social development is the result of systematic policy driven proactive governance. The government has initiated policies and programmes dedicated towards poor, marginalized strata of the society. Some of the activities initiated by the government for social and economic development are Swatch Bharat Mission (Clean India Mission) for improved quality of life, minimum pension for workers, social security for the common man, universalizing the banking system, rejuvenating the Ganga river, providing 24X7 power to all, connecting India through roads and rail, building affordable housing for the poor, and developing smart cities. The consultancy/firm is expected to implement the deliverables in close coaching /partnership with CLEAN and its core team to ensure continued impact post project period. The consultancy/firm shall provide a pool of experts to coach and support implementation two components: (i) Human and Institutional Capacity Building, (ii) Support to ensure sustainability including the 2 work packages skill development, and policy advocacy and networking. In addition, the consultancy/firm shall provide technical and strategic backstopping on need basis to CLEANs team on concerned areas. The consultancy/firm will consist of short-term experts providing advisory services in India as well as remotely from the company’s country of origin. The consultancy/firm is in charge of providing advisory services, mission logistics, and quality assurance of provided services to CLEAN with timely reporting to GIZ — IGEN Access (as detailed later). About CLEAN: CLEAN is currently a project housed within another organization, S3IDF, with reasonable independence in operation. This arrangement is likely to continue for the next 10 months. However, CLEAN is also in the process of establishing itself as an independent pan-India institution (may enroll into societies registration Act). CLEAN total staff strength is around 7 and having 104 membership from different sectors like manufactures (solar panels, cook stoves etc), practitioners (on renewable energy) and stakeholder (Government Department, bilateral agencies, donor agencies etc.).
