Tender description

Derbyshire County Council is procuring a constructor of new integrated facilities on Derwent Street, Belper Derbyshire. The site is partially demolished and cleared of the newer factory buildings only. A business need has been identified for the development of: First Phase: A direct replacement for the Derbyshire County Council existing home within Belper. A direct replacement for the Belper Library, a 3-storey converted house located in Belper. Second Phase: Construction of a health and care facility. The Contracting Authority responsible for the second phase cannot be named at the outset due to current involvement in a public consultation exercise that cannot be compromised. For further information, please see II.2.4) Description of the procurement. The Authority’s intention will be to award a framework agreement as per the indicative timetable within the procurement information pack as part of the bidders information issued. This framework will comprise of a single supplier having been evaluated using the published tender evaluation criteria. By establishing this framework, the authority and named users of the framework will: A. Deliver the First phase of the project comprising the construction of an integrated care centre with 40 private rooms, communal areas, public library and associated external landscaping and car parking. This phase is majority new build with an element of façade retention & refurbishment. The estimated cost for construction of the integrated care centre is 11430000 and the public library 1582000. An architectural led design team consisting of Structural & Civil Engineers, M&E design engineers and a Landscape Architect have developed designs and full detailed planning approval has been obtained from Amber Valley Borough Council ref:AVA/2017/0041. The first phase of the building will meet the following standard or relevant equivalent: 1. CQC registration and inspection requirements of the National Minimum Standards for Residential and nursing care homes meeting the requirements for elderly frail and elderly mentally infirm Residential and nursing home care, and for domiciliary care services, issued by the National Care Standards Commission, within the terms of the 2000 Care Standards Act. 2. Stirling University Accreditation Gold Standard. The Care centre will be designed and constructed to dementia appropriate design principles 3. Secured by Design accreditation as determined by the Local Police Architectural Liaison Officer. 4. BREEAM rating very good (without formal certification) B. Have the option of delivering the proposed Second PHASE of the project at a future date within the established terms of the framework which will comprise a health and care facility, following any necessary approvals and cost bench marking required. All of phase 2 is new build. The estimated cost for construction of phase 2 is 5742000 An architectural led design team consisting of Structural & Civil Engineers, M&E design engineers and a Landscape Architect have developed designs and outline planning approval (with all matters reserved except for access) has been obtained from Amber Valley Borough Council ref:AVA/2017/0043. The building in phase 2 will meet the following standard or relevant equivalent: 1. HTM standards for clinical areas as required 2. Secured by Design accreditation as determined by the Local Police Architectural Liaison Officer. 3. BREEAM rating excellent with formal certification. It is the intention that the Architect shall be novated to the successful design and build framework partner to complete post contract design services which shall include the provision of an interior design service. Other professional services associated with the projects will be provided internally from Derbyshire County Councils Corporate Property Design Services. The contracting authority responsible for the second phase cannot be named at the outset due to current involvement in a public consultation exercise that cannot be compromised. This authority is the only other authority apart from Derbyshire County Council, that may procure from this framework.
