Provision of Building Energy Rating (BER) Assessor Services for Residential Properties

South Dublin County Council currently has jurisdiction over approximately 9200 dwellings. Dwelling consist predominantly of traditionally built one storey and two storey houses and flats, and three storey apartment blocks and duplex units of various sizes. South Dublin County Council are looking to establish a new framework for the provision of BER services related to domestic residential dwellings prior to letting to Council tenants. In certain circumstances South Dublin County Council may require both “Before” & “After” BER as part of the refurbishment works undertaken on certain identified domestic residential stock. Approximately 200 units are vacated each year. — The scope of works is likely to include, but not limited to: 1 Site survey and data gathering. 2 3D model creation and data input. 3 Domestic BER recommendation generation. 4 Lodge the BER certificate to the official government database. 5 Delivery of the BER in the agreed format. — Any additional elements associated with the works listed above. South Dublin County Council would require that BERs are completed within seven (7) working days of specified order being received (excluding notified absences (e.g. holidays etc.) The Framework agreement will initially be issued for a term of one (1) year. The Contracting Authority reserves the right to extend the Term for a period of up to one (1) year with a maximum of three (3) such extensions on the same terms and conditions, subject to the Contracting Authority’s obligations at law. The Term will not exceed four (4) years in aggregate.
