Tender description
Cornwall Council is seeking to appoint 1 strategic partner (which may be a consortium or other joint venture) to each of the three lots detailed (Lots 1, 2 and 3). The Council envisage that the strategic partner(s) will be potentially appointed to a framework agreement to: (a) develop, deliver (finance, design and construct) and operate (housing management and care/ support services) a minimum of 750 extra-care housing units across Cornwall by an initial period of 2025; (b) provide 1 or more services on a “pick and mix” basis to other economic entities that are developing other extra-care schemes across Cornwall. The Council intends to use the competitive dialogue procedure and is considering the use of the light tough regime for social and other specific services as set out in Section 7 of the Public Contracts Regulations 2015 for the procurement of the care services. This notice supersedes the Council’s earlier Prior Information Notice 2018/S 129-293219 dated 6.7.2018. Cornwall Council is seeking to appoint 1 strategic partner (which may be a consortium or other joint venture) to Lot 1 which covers the West Cornwall locality. The Council envisage that the strategic partner will potentially be appointed to a framework agreement to: (a) develop, deliver (finance, design and construct) and operate (housing management and care/ support services) a minimum of 250 extra-care housing units in West Cornwall by an initial period of 2025; (b) provide 1 or more services on a “pick and mix” basis to other economic entities that are developing other extra-care schemes across Cornwall. It is anticipated that this will be a Framework Agreement through which Contracting Authorities can call-off and the strategic partner or partners would be appointed to provide services across Cornwall (Lot 1, 2 and 3). It is also anticipated that the Framework Agreement will be made available to non-Contracting Authorities. The services that the Council currently envisages that will be made available through the Framework Agreement may include but are not limited to: (i) where developers across Cornwall are seeking housing management and care and support services; (ii) where developers and housing providers are seeking a care and support services; (iii) where investors are seeking developers, housing management and care and support services. If you are interested in participating in this opportunity prior to the Council issuing a Contract Notice and commencing the procurement you are invited to: (a) register on the Council’s Due-North system https://www.supplyingthesouthwest.org.uk (b) express an interest in the project titled “Strategic partners for the development, delivery and operation of extra-care housing in Cornwall DN350137” by using the Due-North messaging system to create a simple email message confirming that your organisation is interested in the Council’s opportunity. The Council’s Procurement Team regularly monitor the Due-North messaging system and following your expression of interest the Council will alert you via the Due-North messaging system when the Council publishes a Contract Notice and starts the procurement. It is anticipated that this will be a Framework Agreement through which Contracting Authorities can call-off and the strategic partner or partners would be appointed to provide services across Cornwall (Lot 1, 2 and 3).
