Tender description
Thames Water are looking for a number of partners to help us achieve our aim of increasing the efficiency of slow sand filter beds and rapid gravity filters through effective repairs and refurbishments and good quality media. Please note that the scope of these agreements does not include the supply of granular activated carbon (GAC). We have split our requirements into lots: — Lot 1: Media removal and replacement, — Lot 2: Slow sand filter bed refurbishment, — Lot 3: Floor blocks for slow sand filter beds, — Lot 4: Slow sand filter media, — Lot 5: Rapid gravity filter bed refurbishment, — Lot 6: Rapid gravity filter media. Specifications for each lot are given in the procurement documents (draft ITN) along with some heads of terms although these are not yet finalised. Bidders can apply for more than one lot and can submit commercial bids for individual lots as well as variant bids for combined lots. More detail on commercial schedule completion will be given in the procurement documents. Successful suppliers under this lot will be responsible for the removal of media from the slow sand filter beds (before the refurbishment work begins) and the installation of media after the refurbishment work is complete. Note that this activity is also undertaken by in-house teams and this agreement would be used as additional capacity. Suppliers under this lot will need to work closely with both TW site personnel and the slow sand filter refurbishment suppliers in order to minimise the amount of time that the slow sand filter beds are out of action for. Suppliers will need to provide their own machinery for removing the media and GAC although they will not need to dispose of the media. There will be a designated area on each site for media storage until it is either replaced in the beds or disposed of. Note that this lot does not include the supply of any media. We aim to appoint a single supplier for this lot. The value below is an estimate, over the maximum term of the agreement, based on expected spend. TW have 114 slow sand filter beds over 5 sites which are inspected every 10 years. For each inspection, the slow sand filter bed refurbishment supplier shall inspect the bed with a TW expert, confirm repairs required, liaise with site personnel, liaise with other suppliers as required (i.e. block supplier, media supplier etc.), undertake repairs and refurbishment and handover the bed back to TW personnel. As part of the process, the supplier is expected to use 'before and after' photos to show work undertaken and to highlight any future issues to the TW liaison. Thames Water have specific asset standards relating to the materials used and processes to be undertaken when refurbishing slow sand filter beds which the suppliers much adhere to which will be detailed in the procurement documents within the specification. The commercial schedule will consist of a number of activities and components which need to be priced based on a unit of measure. Our objective is to use this schedule of rates to give us confidence of achieving value for money, rather than rely on generic labour and material rates. We aim to appoint two suppliers to the framework agreement which will include all 5 sites. There will be an initial allocation of sites and beds across the successful suppliers which will be by way of call off contracts. This allocation will be reviewed on an annual basis or as required. Mini competitions will be run between suppliers in the case of (a) high value projects (b) where required lead times cannot be met by the allocated supplier or (c) where a significant proportion of the work required on a bed is not listed and pre-priced in the commercial schedule (and therefore calculated using labour and material rates). More details of this will be given in the procurement documents. The value below is highly estimated, based on expected spend. Slow sand filter beds either have block flooring or a porous concrete floor which separate the media from the channels. All will have block flooring in the future. The scope of this agreement is to deliver the required number of blocks to the required site in line with the refurbishment programme. The blocks must be suitable for potable water as there must be no contamination from the blocks into the treated water. Thames Water have specific requirements relating to the materials used in slow sand filter beds which the suppliers much adhere to and which will be detailed in the procurement documents. The block supplier must work closely with both TW site personnel and the refurbishment supplier in order to minimise the amount of time that the slow sand filter bed is out of action. We intend to award agreements to one primary and one reserve supplier in case the primary supplier either cannot supply or does not perform as required. More details on these circumstances will be available in the procurement documents. The value below is highly estimated, based on expected spend. We require suppliers for the following media which is used in our Slow Sand Filter Beds, which we have split into sub-lots: — Lot 4A Sand — Lot 4B Shingle/gravel Bidders can apply for either or both sub-lots and will be awarded agreements by sub-lot. We aim to appoint one supplier for each sub-lot or one supplier for both sub-lots. We require the supplier to triple wash the media before delivery to our sites for removal of contamination and fines when required. We require the supplier to offload this media in a designated area. Please note that our teams will test the media before installation and, if it fails, the supplier will need to pick up the failed media and deliver media to the correct specification within a fixed timescale. Thames Water have specific requirements relating to the specification of media used in slow sand filter beds which the suppliers much adhere to and which will be detailed in the procurement documents. The value below is highly estimated, based on expected spend. TW have 180 rapid gravity filters across the TW region. Once a filter has been identified as requiring repair or refurbishment, we will identify the scope of work required and conduct a mini competition with all suppliers under this lot to determine the best solution for the best price. For each repair or refurbishment, the supplier shall liaise with site personnel, liaise with other suppliers as required (i.e. media supplier etc.), undertake repairs and refurbishment and handover the bed back to TW personnel. As part of the process, the supplier is expected to use 'before and after' photos to show work undertaken and to highlight any future issues to the TW liaison. We aim to award agreements to two providers. Work will be awarded through call off contracts, determined via mini competitions. The value below is highly estimated, based on expected spend. We require suppliers for the following media which is used in our Rapid Gravity Filters, which we have split into sub-lots: — Lot 6A Sand — Lot 6B Shingle/gravel — Lot 6C Anthracite — Lot 6D Pumice Bidders can apply for either or both sub-lots and will be awarded agreements by sub-lot. We aim to appoint one supplier for each sub-lot or one supplier for both sub-lots. We require the supplier to triple wash the media before delivery to our sites for removal of contamination and fines when required. We require the supplier to offload this media in a designated area.
