Tender description

Leicester City Council is seeking to establish a new Concession contract for enforcement services using a common specification to cover the following categories: — Council tax and business rates (including Business Improvement District Levy), — Parking services to include parking penalty charge notices and camera device enforcement, — Sundry debts (these are all other debts not described above; e.g. commercial rent arrears, care costs, housing benefit overpayments, former tenant rent arrears and maintenance and repair costs). All economic operators as defined by the Concessions Contract Regulations 2016 and could be: — a registered company, — charitable organisation, — Voluntary Community and Social Enterprise (VCSE), — special purpose vehicle, — or other form of entity, (“Tenderers”). The Council wishes to appoint a 2 provider(s) to enter into a contract with an anticipated start date of 1.12.2018 to supply enforcement services over the 3 categories listed on a as and when required basis for a term of five (5) years The Council does not expect sub-contracting to be necessary under the resulting Contract and the Provider shall not subcontract in whole or part without the prior consent in writing of Leicester City Council. Whilst the Council’s intention is to refer cases to service Provider by category, it reserves the right to refer all debts for one individual or family to a single service Provider, particularly in cases where multiple debts are owed. The Council will aim to allocate the cases to Providers equally where possible however the Council reserves the right to passing more cases to the most successful Provider after performance levels are examined.
