Commercial Services wish to procure a Cost Planning Service Partner to provide specialist services, to deliver cost estimating and planning. The form of contract is NEC3 Professional Services Framework Contract so that work can be instructed on a task basis. The key aims of the proposal are to deliver a cost effective, sustainable solution in Highways England to support the Road Investment Strategy. The Cost Planning function is responsible for delivering cost planning services which ensures that the business has detailed cost information to make properly informed business decision and that governance is maintained. All major programme budgets and funding approvals are informed by cost plans produced by the Cost Planning function.
