Tender description

St Mungo's Community Housing Association ("St Mungo's") is seeking a partner to deliver with it the redevelopment of 217 Harrow Road in the City of Westminster, London. With a site area of some 0.12 hectares (0.3 acres) the site appears to offer the potential of some 5 000 m2 of new accommodation. The principle aim of this project is to deliver a new hostel for St Mungo's, with a secondary aim being the release of surplus property for residential development. It is intended that the hostel is delivered back to St Mungo's at nil consideration, facilitated by adjacent residential development being built and sold by the partner. St Mungo's is seeking a partner with the skills, experience and financial capacity to secure and implement a detailed planning permission which meets both parties' requirements. St Mungo's intended to enter in to a contractual development agreement (with the grant of a long leasehold interest) to realise the potential of the development scheme at 217 Harrow Road under the Competitive Procedure with Negotiation. In selecting a development partner, St Mungo's sought a party that best demonstrated an understanding of St Mungo's objectives, had suitable skills and resources to meet these objectives and could demonstrate experience of partnership project delivery in a comparable setting. Unfortunately on this occasion, following a number of rounds of negotiation, there was insufficient competition to progress the procurement and it has therefore been discontinued.
