Tender description
Birmingham’s ‘Provision of Home to School Transport’ provides a variety of transport options to over 4,200 children on a daily basis, with an additional 1,500 receiving bus passes. The majority of the children and young adults using the service have requirements related to Special Education Needs and Disabilities (SEND) but the service also supports looked after children; children in temporary accommodation and other vulnerable groups. This number has, and will continue to, increase year-on-year, in line with an increase in the issue of Education, Health and Care Plans. We are requesting feedback regarding the requirements, the capability and the capacity of the market to offer a progressively lower carbon, lower emission transport service for SEND pupils, encouraging reduced demand of the service by enabling independent travel and a cost efficient solution. The Council will shortly commence a procurement exercise to secure services related to the ‘Provision of Home to School Transport’. Prior to the commencement of that procurement the Council wishes to engage the market by means of this MSP in order to understand how we can develop a more local transport provision within the city. This MSP is supported by evidence of wider demand and unmet need backed up by policy and leadership commitment. We are seeking providers who are willing to work with the Birmingham City Council (the Council) and families in a creative and innovative fashion to develop more local / national provision within the city, reducing the need for students to travel long distances to a suitable education placement. Our aim is to: • Improve children and young adults readiness to learn, school attendance and behaviour through reducing the number of students with Special Education Needs and Disabilities (SEND) travelling long distances to a suitable education placement and •Focus more on independence, working with families and young adults much earlier in the child’s life to develop important skills (such as travelling independently and preparing for adulthood) We therefore are seeking providers who can provide transport and are passionate about tackling the causes of deprivation and inequality by supporting the lifelong educational attainment and independence of our cities children and young adults. A further requirement includes exploring options for the services to be delivered by means of low carbon/zero carbon vehicles in accordance to the future requirements of the ‘Clear Air Zone’. This will enable Local Authority children’s and young adults services and other public service organisations to reduce their CO2, NOx and particulate matter emissions. Low carbon/zero carbon vehicles both wheelchair accessible and non-accessible, with fully qualified drivers. Low carbon/zero carbon MPVS/Taxis/Cars both wheelchair accessible and non-accessible, with fully qualified drivers. Fully qualified Travel Guide provision. Logistics/route mapping software. Independent Travel Training.
