Tender description

South Gloucestershire Council wishes to establish a multi-supplier Dynamic purchasing system (DPS) for the provision of Apprenticeship training providers to support them in utilising apprenticeship funds held in the Council’s Apprenticeship Levy account. Providers will do this by training and assessing apprentices and supporting the Council in the delivery of quality Apprenticeship programmes that secure best value and operates within the Apprenticeship funding and contract rules. Suppliers will be expected to follow current Education and skills funding agency funding rules and guidance and specifications around the training and assessment of apprentices. Suppliers will be accepted onto the DPS provided they are members of the Register of apprenticeship training providers (RoATP) South Gloucestershire Council wishes to establish a multi-supplier Dynamic purchasing system (DPS) for the provision of Apprenticeship training services. This service falls under the Light Touch Regime of the Public Contracts Regulations 2015 and therefore the Council is able to make reasonable adjustments to the process, however, for the avoidance of doubt, the Council is following the DPS procedure model. The Council can make no guarantee as to the number of apprenticeships that will be offered under the DPS and therefore we are seeking training providers that are willing to work with one person at a time. The Council anticipates that opportunities will be available in, but not limited to, the following categories: — Agriculture, Environmental and Animal Care, — Business and Administration, — Catering and Cleaning, — Children, Young People and Families, — Construction, — Digital, — Engineering, — Health and Social Care, — Housing, — Legal, — Finance, — Marketing, — Procurement, — Protective Services, — Transport. Suppliers will need to detail which categories they wish to apply for under the DPS as part of the Supplier selection questionnaire project specific questions. The contract value of 1 644 820,00 refers to call offs for the full 4 year duration under the DPS and is not guaranteed spend, the value is dependant on the amount the Council pay into the Apprenticeship Levy annually. Suppliers are not required to provide a price as part of this initial process as this will be provided when contracts are advertised and applied for by the successful suppliers awarded a place on the DPS. However, the pricing for any apprenticeship training awarded off this DPS must be in accordance with the current ESFA apprenticeship funding rules and fall within the relevant Education and skills funding agency bandings. Providers will be advised at mini-competition/direct award of the specific requirement and subsequent banding limits which they must adhere to when submitting their price/s.
