Tender description

Network Rail wants to assess the feasibility of rationalising its repair agent supply base for materials. It is envisaged this will also include the management of smaller repair agents for OEM (Original Equipment Manufacturer) repairs and or the OEM which require a direct repair with the manufacturer. Network Rail does not wish to be prescriptive in specifying the solution, but wishes to create a framework within which suppliers have the flexibility to use their knowledge of the repair network to design the best solution. Network Rail is carrying out market research to design the most appropriate contracting strategy. The expected scope of requirements includes: — order management, including order processing, order expediting, order queries, pricing, order acknowledgement, delivery date confirmations, 3rd party supplier payment (where applicable), failed collection alerts, — supplier account management where repairs are allocated to 3rd party repair agent or OEM, — Goods in/Goods out (order receipt), management of warranty, quarantine, item quality in accordance with Network Rail supplier charter, — inventory management of repaired product range if feasible, and supplier to own all inventory until issued to Network Rail State 3 product management, Logistics operations to collect and deliver materials from / to stocking location or point of use, — Beyond Economic Repair and No Fault Found customer management and reporting, — management of Network Rail queries, issues and customer account management, — provision of technical product knowledge, — provision of technical on-site support, — management information reporting (KPI, product safety, customer satisfaction, stock availability, whole life cost, financial reporting), — repair trend information and analysis, — restricted Items management, — alignment with Network Rail obsolescence management.
