Tender description

The Council are seeking to engage the market early in informing the options regarding the development of Swinton town centre in Rotherham. Interested parties are requested to submit a response which meet the requirements of the development brief. Rotherham Metropolitan Borough Council wish to improve the vitality and viability of the town centre of Swinton, introducing additional accommodation in close proximity to the centre together with a civic and community offer complemented by an enhanced retail offer in the form of a limited number of new units and refurbishment of the existing parade. This requirement comprises of approximately 70 residential units; an appropriate number of retail units; sufficient parking to serve the remastered town centre; a revitalised public open space area; provision for a library within the scheme; refurbishment of the existing community centre/civic hall and Council-owned retail units. Creative, innovative and viable proposals are requested with the expectation that the quality of design and the materials used will reflect the important nature of the redevelopment and support overall improvement of the area, so that the Council can consider all potential options available in relation to this matter, early market feedback is being requested, which will assist elected members in developing a view that will help shape and streamline any potential future tendering exercise. It will also help the Council in understanding the potential market interest. Responses must include: 1) An indicative layout of the proposed scheme; 2) A narrative explaining how the proposed scheme meets the brief supplied; 3) A clear indication of the requirements in the brief which can be provided within a viable cost envelope; 4) The reasoning behind the exclusion of any requirements from the submitted proposal.
