Tender description

ENGIE on behalf of North East Lincolnshire Council are seeking suitably qualified contractors for the renewal of its Highways Works Framework. This procurement is for Lot 1: 100 000 GBP — 1 000 000 GBP, Lot 2 Specialist Surface Dressing. The framework will enable the delivery of the Authority's annual Local Transport Plan (LTP) programme of work. Projects within this programme of work include road safety improvement projects, transportation infrastructure improvements, junction improvements, footway renewals, traffic signal replacement works and surface dressing repairs and maintenance. In addition to the annual LTP programme of works the framework will enable the delivery of external grant funded projects. The projects include major town centre regeneration, public realm schemes and major junction Improvements. The works for this lot is for the undertaking of minor / medium highways maintenance and improvements. Works to include carriageway reconstruction, reconstruction of footways, kerbing, drainage, bus stop improvements, traffic calming schemes, provision of cycle routes, civils works in connection with traffic signal and controlled crossing improvements. There will be no obligation for the Authority to enter into call-off contracts nor will any guarantee be given about minimum volumes of works throughout the lifetime of this Framework Agreement. Volumes are subject to change based on budgetary alteration outsides the Authority's control. The top 7 scoring contractors will be permitted to the framework and will have the opportunity to bid for works via mini competition. This lot is being awarded based on 100% quality criteria. The Authority wants to ensure that it permits the right quality of contractors to deliver the projects under this framework. Each project will be subject to a mini competition, where all 7 Contractors will be invited to tender. Contractors will be issued with a Bill of Quantities which will be evaluated on 100% price. However, there may be occasions when a 60% price 40% quality split may be used. The Design Engineer will do an initial assessment of the whole life cost of each project prior to the Invitation to Tender to enable a comparison between the assessment and bids received to ensure value for money. Once bids are evaluated, if the Design Engineer assesses that the tender is not proving value for money, the project will not be awarded and will be re-tendered. If at any time, during the lifetime of this framework, the framework is no longer proving value for money, the Authority will reserve the right to terminate and re-procure. This lot will cover surface dressing, micro asphalt and high friction surfacing works on carriageways and slurry sealing works on footways. Works will be carried out on public sector highways within North East Lincolnshire on Road Classifications A to C and Unclassified with the exception of those currently managed and maintained by the Highways Agency. There will be no obligation for the Authority to enter into call off contracts nor will any guarantee be given about minimum volumes of works throughout the lifetime to this Framework Agreement. Volumes are subject to change based on budgetary alteration outsides the Authority's control. This lot is being awarded to a single supplier using MEAT criteria as described below.
