Tender description
The BBC is seeking a number of suppliers to support the BBC in the provision of training and development of software development and delivery for its staff throughout the UK. Such suppliers must be capable of demonstrating a high level of knowledge and experience and be able to deliver value for money training in various formats such as: primarily face to face, E-learning and other blended learning approaches to be proposed by the supplier. The requirement is to be procured by means of a Framework Agreement with a Call Off Procedure and split into four Lots, with Lot 1 further split into three discrete Sub-Lots: Lot 1: Software Development: Lot 1a: Programming Languages, Libraries and Frameworks Lot 1b: Cloud, Virtualisation, Distributed Systems and Containers Lot 1c: Software Engineering Lot 2: Agile Software Delivery Lot 3: Business Analysis for Software Delivery Lot 4: Networking IP Lot 1 will cover the various programming languages and development frameworks used by staff in Design and Engineering (D and E) to deliver digital products. Also to include methodologies, programming practices, operating systems and databases relevant to BBC digital product development. The first Sub-Lot, Lot 1a, covers Programming Languages, Libraries and Frameworks. Applicants bidding for this Sub-Lot should be able to provide training to cover the following core areas: a) Programming Languages (e.g. Scala, Ruby); b) Libraries and Frameworks (e.g. React JS, Angular). In addition to the core requirement, the BBC may also require the provision of other ad-hoc training in areas such as Mobile Development (e.g. IOS, Android). Where there is sufficient interest, the BBC is also able to host courses regionally across the UK. However, on occasion, the BBC may require the course provider to deliver courses from their own premises or other premises as required. For Lot 1a, the estimated minimum value of the Framework is 418 000 GBP and the estimated maximum value is 627 000 GBP. Lot 1 will cover the various programming languages and development frameworks used by staff in Design and Engineering (D and E) to deliver digital products. Also to include methodologies, programming practices, operating systems and databases relevant to BBC digital product development. The second Sub-Lot, Lot 1b, covers Cloud, Virtualisation, Distributed Systems and Containers. Applicants bidding for this Sub-Lot should be able to provide training to cover the following core areas: a) Cloud based and virtual server development (e.g. AWS and GCP predominantly but not necessarily exclusively). Where there is sufficient interest, the BBC is also able to host courses regionally across the UK. However, on occasion, the BBC may require the course provider to deliver courses from their own premises or other premises as required. For Lot 1b, the estimated minimum value of the Framework is 488 000 GBP and the estimated maximum value is 732 000 GBP. Lot 1 will cover the various programming languages and development frameworks used by staff in Design and Engineering (D and E) to deliver digital products. Also to include methodologies, programming practices, operating systems and databases relevant to BBC digital product development. The third Sub-Lot, Lot 1c, covers Software Engineering. This Sub-Lot covers the provision of training in areas such as: a) Design; b) Testing; c) Security; d) Data Analytics. Applicants bidding for this Sub-Lot should be able to provide training within these example areas. Where there is sufficient interest, the BBC is also able to host courses regionally across the UK. However, on occasion, the BBC may require the course provider to deliver courses from their own premises or other premises as required. For Lot 1c, the estimated minimum value of the Framework is 488 000 GBP and the estimated maximum value is 732 000 GBP. This Lot covers the training of agile and lean methodologies for digital product delivery relevant to BBC Design and Engineering (D and E). Applicants bidding for this Lot should be able to provide training to cover the following core areas: a) Agile Project Management; b) Scrum, Kanban, both at introductory and advanced levels; c) Lean delivery and development methodologies. For this Lot, the estimated minimum value of the Framework is 312 000 GBP and the estimated maximum value is 468 000 GBP. Where there is sufficient interest, the BBC is also able to host courses regionally across the UK. However, on occasion, the BBC may require the course provider to deliver courses from their own premises or other premises as required. Applicants bidding for this Lot should be able to provide training to cover the following core areas: a) Foundation courses for technology staff in both digital online development and broadcast engineering; b) Requirements engineering, stakeholder management, benefits management, modelling business process and release planning etc., again relevant to technology staff in the BBC. Where there is sufficient interest, the BBC is also able to host courses regionally across the UK. However, on occasion, the BBC may require the course provider to deliver courses from their own premises or other premises as required. For this Lot, the estimated minimum value of the Framework is 102 000 GBP and the estimated maximum value is 153 000 GBP. The BBC is increasingly providing services over IP both internally and externally. Applicants bidding for this Lot should be able to provide training to cover the following core areas: a) TCP/IP networking fundamentals and advanced; b) Specific networking for Broadcasting (Audio and Video over IP); c) Basic and advanced levels. Where there is sufficient interest, the BBC is also able to host courses regionally across the UK. However, on occasion, the BBC may require the course provider to deliver courses from their own premises or other premises as required. For this Lot, the estimated minimum value of the Framework is 386 000 GBP and the estimated maximum value is 579 000 GBP.
