Tender description

The requirement is for a Managing Agent to provide a bespoke management service for NHS England South East Community Pharmacies’ returned / unwanted medicines service contracts and for non-delegated Clinical Commissioning Groups’ (CCG) General Practitioner (GP) Clinical Waste service contracts. This contract is to support the work undertaken by the NHS England appointed Clinical Waste service providers (Suppliers), NHS England and NHS England South East for all Community Pharmacies across Kent, Surrey and Sussex, and for the Clinical Waste services required by the GPs in the three non-delegated CCGs (Crawley, East Surrey and South Downs). This procurement is for the South East however we reserve the right to allow other Contracting Authorities to access this arrangement. Contracting Authorities can award and manage their own Call-off contracts based on their own needs, on a first come first served basis up to the maximum, value stated in this contract notice. The main requirements are included in the Invitation to tender documents but in summary include: — to implement, operate and develop an effective management system, — to monitor and manage the services provided to the Waste Sites, build relationships with the Waste Site nominated representatives and work with the Waste Sites to ensure regulatory compliance and good industry practice is employed, — to monitor and manage the delivery of the Suppliers engaged in providing the services required within the Clinical Waste Contracts, ensuring that the contractual commitments are delivered by the Suppliers and that resolutions to issues are brought about promptly, efficiently and at no additional cost (where practical) to the Waste Sites, Participating Authority and the Authority, — to develop, operate and maintain a monitoring and reporting system for the performance of the service, and upon request provide all necessary data to the Participating Authority and the Authority to demonstrate work undertaken, — provide monthly updates to the Participating Authority and the Authority on performance of Suppliers including, but not limited to: —— Missed collections and whether Waste Site or Supplier cause, —— When revisits occurred and if resolution times have been met, —— Invoices paid versus outstanding and reasons for invoices not being passed, —— Forward planning requirements e.g. flu inoculations, hay fever inoculations, individual Waste Site programmes and clinics etc. — Attend quarterly review meetings of Suppliers overall Framework Contract performance instigated by the Authority as and when required. — Where replacement services are required, as a result of early termination of contractual arrangements or the re-procurement of Clinical Waste services at Framework and / or Call Off levels, the Managing Agent shall ensure that the transition of services from incumbent to replacement service provider shall be efficient and seamless and that all reasonable assistance is provided to this effect. As part of this requirement the Managing Agent shall as a minimum: —— Setup regular review meetings; —— Work with replacement service provider and Participating Authority to validate and verify data pertaining to all Waste Sites affected in readiness for service commencement; —— Ensure that mobilisation plans are regularly received and updated from replacement service provider; —— Produce minutes and actions logs in a timely manner; and. —— Raise potential service impacting issues to the Participating Authority and the Authority (where necessary) as soon as possible after becoming aware of any such issues.
