Tender description
This is a public works contract for the construction of the Great Sankey Neighbourhood Hub which was procured by Livewire (Warrington) CIC as the Employer, from the North West Construction Hub Framework. The procurement followed the call off process required under the framework's terms, however soon after for economical and technical reasons, responsibility for the contract was transferred to Warrington Borough Council as Employer. It should be noted that the Council set up Livewire (Warrington) CIC in 2012 for the purpose of delivering the Council's leisure and associated services and there is a contract in place for those services until May 2022. The works were procured via the North West Construction Hub Framework (NWCH) and the procurement was carried out by Livewire (Warrington) CIC. Livewire are a company set up in 2012 by Warrington Borough Council, who are also a guarantor in the company, in order to deliver the Council's leisure and associated services to the public. Livewire are in contract with the Council until May 2022 to deliver those services. Livewire are a contracting authority with the ability to utilise the NWHC. The format and content of the Mini Competition document followed the NWCH template and the questions forming the quality aspect of the mini competition document were generated by a project team and reviewed by the NWCH prior to issue. Invitations to participate in the mini competition submission were issued by the NWCH to all Contractors within Lot 12 medium value band and five contractors submitted tenders. In accordance with the evaluation criteria and oversight by the NWCH, BAM were appointed as the Contractor. The contract value subsequently increased above the level of the medium value framework and in consultation with the NWCH, a direct award under the high value framework was entered into with BAM, as approved by the NWCH. Subsequently, for economic and technical reasons Employer responsibility for the contract was taken over by Warrington Borough Council. Warrington Borough Council are publishing this Notice as they did not directly procure these works prior to contracting with BAM.
