Tender description

The London Borough of Waltham Forest (“the Authority”) invites Expressions of Interest from suitably qualified and experienced organisations in relation to the Contract for the Provision of Major Works and Repairs Services for Housing. The Authority is conducting this procurement through the competitive dialogue procedure of the Public Contracts Regulations 2015. The Contract will be for an initial term of 8 years subject to satisfactory performance by the Service Provider against agreed Key Performance Indicators, with options to extend. The London Borough of Waltham Forest (LBWF) is seeking expressions of interest from suitably skilled and experienced Service Providers to fulfil the requirements of a new Housing Maintenance and Repairs Contract to its housing portfolio of c.14 000 properties. This will be a TPC 2005 (as amended) Contract, which will run for an initial period of 8 years, with options to extend. Responsive repairs will be undertaken under a Price Per Property (PPP) model and void property works under a Price Per Void (PPV) model. Planned works will be delivered using a blend of archetype, SOR and quotation-based pricing. LBWF is procuring the new Contract using a Competitive Dialogue procedure, in accordance with the Public Contracts Regulations 2015. Organisations seeking to participate in the process should complete in full the PAS91 Pre-Qualification Questionnaire and its associated requirements. LBWF will evaluate the returned PAS91 PQQs as set out within the procurement documents and envisages short listing 6 Service Providers to be Invited to Submit Detailed Solutions (ISDS). Following evaluation of the ISDS submissions received, LBWF anticipates inviting 3 Service Providers to participate in Dialogue and submit Final Tenders.
