Tender description
The MILL is a new innovation centre to establish Dundee as a real-life test and experimentation environment for smart mobility solutions, encompassing new technologies, business models and regulatory frameworks. It is about delivering positive change to mobility that improves wellbeing and quality of life, connecting people with services and enhancing economic opportunity for all. Dundee City Council has identified 5 specific opportunity areas for the first round of innovation pilots, which comprise Lots 1-5. — Lot 1. Advanced mobility services for the public, — Lot 2. Advanced fleet services, — Lot 3. Advanced parking services, — Lot 4. Advanced use of urban data, — Lot 5. Cycle Hire Scheme - zero cost. The Council is looking for innovative products, technologies or services that can be deployed to improve public access to and/or use of: — shared mobility solutions; and/or, — lower emission transport options. The solutions must be of benefit to the general public or a subset of the community which may demonstrate a particular need or requirement. The Council is looking for innovative products, technologies or services that can be deployed to either: — improve the access to and/or use of shared mobility solutions by businesses and organisations; and/or, — reduce the use of conventional fuelled vehicles by businesses and organisations; and/or, — improve utilisation of transport assets held by business and organisations, — and/ or facilitate access to public sector transport assets by the broader community. The Council is looking for innovative products, technologies and infrastructure that can be deployed to improve the management of existing parking assets in the city and enhance the experience of parking in the city. Solutions should also increase the ability to develop other products, technologies and services that will in turn, increase the use of shared mobility solutions or reduce the use of fossil fuelled vehicles. Solutions may also provide improved data on the status of transport infrastructure or services. The Council is willing to consider a broad range of potential infrastructure technology and data management solutions but has a strong interest in optimising its parking assets and electric vehicle charging points. The Council is currently developing an open data platform. The platform, protocols and current data sets are listed here for reference. The Council is looking for innovative products, technologies and services (but not the deployment of infrastructure) that can either: — improve the visibility of how transport assets are being used around Dundee; or, — improve the amount, quality and value of data able to be published via the open data platform. Solutions should: — increase the ability for the public and organisations to make informed decisions about the use of mobility services; and/or, — increase the ability for the Council to make informed decisions to benefit mobility services; and/or, — increase the ability for third parties to develop further products, technologies or services that will improve access to, or use of, public/ shared mobility services and/or reduce the use of conventionally fuelled vehicles. A number of cities around the globe have benefitted from the deployment of citywide bike hire schemes. This has often increased access to bikes for visitors and residents, with associated health, wellbeing and environmental benefits. The Council is interested in understanding the market appetite for the deployment of a zero-cost bike hire scheme within Dundee. The scheme must be able to be deployed and operate effectively with minimum officer input and without the need for any capital or operational funding by Council.
