Tender description

The Council invites you to tender for the provision of services which will be based on the following: — Annual Asset Valuations of General Fund and Housing Revenue Account (HRA) funded property, — Re-instatement valuations of domestic and non-domestic properties for insurance purposes, — Rating Valuation Advice for the Corporate Property Estate. The scope of works and services is anticipated to be in the region of £350k over five (5) years; however, there is no guarantee of any value of orders over the course of the contract term. This will be a single provider contract which relates primarily to the following: The service provider shall provide a comprehensive valuation service for accounting, insurance and rating purposes. The services will include but not be limited to general fund and HRA property asset valuations and advice for accounting purposes, re-instatement valuations for insurance and identifying and appealing compiled list errors, material change appeals and ad hoc requests such as Section 44a certificates and other temporary allowances or reductions for business rates. The primary objective always shall be to ensure that the Council is professionally represented, policy and procedures are adhered to and that the Council achieve value for money. The service provider shall undertake all tasks normally associated with a professional services contract, maintaining a sufficient level of resource to deliver the contract and to act in accordance with RICS and CIPFA guidance and best practice at all times. Using industry best practice and the introduction of innovation, the service provider will achieve and demonstrate value for money on a continuous basis and will report performance against targets, as and when requested by the Council. The successful provider and its supply chain will be required to participate in the achievement of social and/or environmental policy objectives relating to (but not exclusive to) recruitment, volunteering, apprenticeships, employment and training, priority groups, community benefits and supply chain initiatives for small medium enterprises (SMEs). Accordingly, the contract performance conditions may relate in particular to social value considerations, to be detailed in the contract documents. There will be a requirement to apply the London Living Wage in their employment terms and conditions. The service provider must be accredited by the Royal Institution of Chartered Surveyors (RICS). The Council reserves the right to terminate the contract if the service provider fails to maintain their accreditation or allow it to lapse. There will be a minimum level of required insurances at the commencement of the contract as follows: Professional insurance level to be £2million per claim arising out of any one occurrence or in the annual aggregate with unlimited reinstatements. Public liability (Third Party) insurance — £5million per claim arising out of any one occurrence. Employers (Compulsory) liability insurance — £5million per claim arising out of any one occurrence.
