Tender description

The Client is Southend Borough Council (SBC), however the Contract will be managed by South Essex Homes (SEH). SBC is focused on enhancing the customer experience and as such would expect the appointed contractor to demonstrate flexibility during and post mobilisation, and work collaboratively with SBC during the life of the contract to implement customer facing changes. The appointed contractor will also be required to work closely with SBC’s various resident groups, as they play an active part in ensuring the service delivered meets the expectations of SBC’s tenants and leaseholders. The contract is for Responsive Repairs and Voids Contract to properties owned / managed by Southend Borough Council. It is however important to note that the Contract is managed by South Essex Homes (SEH) on behalf of SBC. The estimated annual value of the contract is within the range 2 600 000,00 GBP to 2 900 000,00 GBP excluding VAT. The Contract will run for a period of 5 years with the option for renewal, as decided by SBC, for an extension of up to a further 5 years, subject to satisfactory reviews based upon performance and quality of service and delivery. The maximum duration of the contract is therefore 10 years. SBC reserve the right to extend the Contract by a full 5 years or by any period between 1 and 5 years based upon high performance in order to achieve the extension. SBC’s stock comprises 6 033 tenanted units, 577 leasehold properties, 1 200 garages, 13 high rise blocks and 22 Sheltered schemes. The services required by this contract, can include but are not restricted to: — Responsive Repairs via a Price Per Property (PPP) model, including out of hours service to General Needs properties, — Responsive Repairs via a Price Per Property (PPP) model, including out of hours service to Sheltered Schemes and Hostels, — Responsive Repairs to communal parts and garages via the NHF SoR, Version 7.0, — Void Refurbishment Works via a Price Per Void (PPV) model, — possible inclusion of some elements of planned works via the planned works module of the NHF SoR, Version 7.0. SBC do however wish to make it clear that this is a repairs and voids Contract and there is no guarantee of any planned works. SBC have included an option to introduce an element of planned works to give them the flexibility to carry out works that may be of an urgent nature should they so desire. The Contractor should not however assume that they will be awarded any planned works during the term of the Contract.
