Tender description

ENGIE on behalf of North East Lincolnshire Council are seeking suitably qualified contractors for the renewal of its Highways Works Framework. This framework will be procured in phases. This procurement is for/ Lot 1 0 GBP - 100k GBP, Lot 2 1 500 000 GBP — OJEU and Lot 3 Carriageway Resurfacing 0 GBP - 500k GBP. The framework will enable the delivery of the Authority’s annual Local Transport Plan (LTP) programme of work. Projects within this programme of work include road safety improvement projects, transportation infrastructure improvements, junction improvements, footway and carriageway resurfacing and traffic signal replacement works. In addition to the annual LTP programme of works the framework will enable the delivery of external grant funded projects. The projects include major town centre regeneration, public realm schemes and major junction Improvements. Works to include the undertaking of minor highways maintenance and improvements. To include minor carriageway reconstruction, reconstruction of footways, kerbing, drainage, bus stop improvements, traffic calming schemes, provision of cycle routes, civils works in connection with traffic signal and controlled crossing improvements. The top seven scoring contractors will be permitted to the framework and will have the opportunity to bid for works via mini competition. This framework is being awarded based on 100 % quality criteria. The Authority wants to ensure that it permits the right quality of contractors to deliver the projects under this framework. Each project will be subject to a mini competition, where all seven contractors will be invited to tender. Contractors will be issued with a Bill of Quantities which will be evaluated on 100 % price. However, there may be occasions when a 60 % price 40 % quality split may be used. The Design Engineer will do an initial assessment of the whole life cost of each project prior to the invitation to tender to enable a comparison between the assessment and bids received to ensure value for money. Once bids are evaluated, if the Design Engineer assesses that the tender is not proving value for money, the project will not be awarded and will be re-tendered. If at any time, during the lifetime of this framework, the framework is no longer proving value for money, the Authority will reserve the right to terminate and re-procure.
