Tender description

This procurement is part of the ZEBCat project, which is supported by the European Regional Development Fund. The project partnership is led by Devon County Council with Energiesprong UK, Exeter City Council, North Devon Homes, Regen SW and Sanctuary Housing. The aims of the project are to: • demonstrate the Energiesprong approach in retrofit of domestic buildings • demonstrate the Energiesprong approach in retrofit of a public building • support the supply-chain to take advantage of the market opportunity • develop a larger volume deal for housing retrofit between building owners and supply chain. Energiesprong UK has the objective to drive product and process innovation for attractive, affordable, financeable net-zero energy refurbishments in the UK. This will be achieved through outcome-based procurement. Devon Domestic Housing tender is one part of the ZEBCat project. The DCC Great Moor House tender is contracted for and by DCC. There is an ERDF funding dependency between the two parts and if either tender is unsuccessful then DCC will need to submit a Project Change Request to DCLG (ERDF administrators) to ensure funding will be provided for either project. There is no guarantee that this request will be successful but DCC are confident that the project would continue and procurement for Great Moor House will be successful.
