Tender description

Hampshire County Council (HCC) wishes to contract with a business partner and /or registered housing provider to part fund, design, build and operate extra-care housing on the above 3 sites which are owned by the council. The council is currently concluding the development principles with the local planning authority for each of the 3 sites. From these we are anticipating that detailed planning permission could be obtained for circa 50 apartments per scheme with a bedroom mix of 66 % 1 bed and 34 % 2 bed. We are looking to encourage bids for a mixture of tenures including full market sale but with the majority, circa 70 % to be affordable rent. Bids are to be invited for the above requirements as set out in the associated principles of design documents; based on a balance sheet of scheme costs and income that identifies the bidders' own financial contribution (secured against rents, sales and other funds), plus any other public sector capital “gap funding”. Hampshire County Council (HCC) wishes to contract with a business partner to fund, build and operate an extra care (assisted living) housing scheme on a site previously known as Bulmer House in Petersfield, Hampshire. The scheme should support the construction of circa 50 flats on a mix of 66 % 1 bed and 34 % 2 bed. Bids are invited (via the open procedure) for a mixed “affordable rented /shared ownership /market sale” solution, on a balance sheet of scheme costs and income (proforma) that identifies the bidders' own financial contribution(secured against rents, sales and other funds), plus any other public sector capital “gap funding” that may be required. This includes the opportunity: 1— to take a lease hold on the site for 250 years, 2— to design (in accordance with and the Hampshire County Council Design Guide for the delivery of extra care housing, 3— obtain planning permission, 4— build and be the landlord of an Older Persons Extra-Care Housing Scheme comprising a total of circa 50 apartments, 5— to ensure the continuity of community facilities through sufficient space within the scheme, developed in a smart way to allow for the provision of space for day services activities for non resident older persons (circa 25 service users for services commissioned by the council) during hours to be specified, which will be available at all other times for use by and for the benefit of the scheme landlord (the council's lessee), residents and /outside community groups.
