Tender description
Guy's and St Thomas' NHS Foundation Trust (as host of the NHS London Procurement Partnership) is seeking to establish a framework for the provision of Patient Transport Services across 8 Lots and 10 Regional sub lots The framework shall be open to LPP member bodies as listed at: http://www.lpp.nhs.uk/about-lpp/our-members/and any new LPP members for the duration of the contract; plus any other NHS/Public Sector bodies located in England, subject to approval of LPP, including but not limited to Acute and Foundation Trusts,CCGs, Ambulance, Care, Hospital, Mental Health and Community Health Trusts, Special Health Authorities, Health Boards, NHS Commissioning Boards, CSUs and other health orgs, Community Health Councils, Local Health Boards, Social Enterprises, NHS Collaborative Procurement Hubs / Organisations, GP Practices, Primary Care Commissioners, Local Authorities and any successor organisations of the above. Provision of Fully Managed Patient Transport Services, this lot includes the provision of all the services covered within Lot 2 to Lot 8 listed for all mobility types and call centre services: Lot 2: Call Centre Services, Lot 3: Patient Transport Services. Type 3, 4, 5 and 6. Lot 4: Car Services including Wheelchair Accessible Vehicles (WAVs). Type 1 and 2. Lot 5: High Dependency Unit Vehicles. Type 7. Lot 6: Secure Vehicles. Type 9. Lot 7: Bariatric Vehicles. Type 8. Lot 8: GP2/GP4. Type all. Lots 1, 3, 4, 5, 6, 7 and 8 will be broken down into a further ten sub-lots by region: a) Region 1: North East b) Region 2: Yorkshire c) Region 3: North West d) Region 4: West Midlands e) Region 5: East Midlands f) Region 6: South West g) Region 7: South Central h) Region 8: South East i) Region 9: London j) Region 10: East Mobility Type No: 1 — Walker 2 — Single handed wheelchair 3 — Double handed wheelchair 4 — Modified vehicle 5 — Modified vehicle+wheelchair 6 — Stretcher 7 — High Dependency 8 — Bariatric 9 — Secure Vehicle Provision of Call Centre Services. The service is for a fully outsourced England based Call Centre, including the provision of facilities, people and technology. The Call Centre can be located anywhere in the country but will be required to have knowledge of the local area of the participating Trusts. The Call Centre is responsible for applying the eligibility criteria for each patient activity. Patients, once identified, with significant long term conditions that are permanently eligible for transport are not required to be taken through the eligibility criteria for each requested booking for the lots listed: Lot 1: Managed Patient Transport Services (all Lots). Lot 3: Patient Transport Services. Lot 4: Car Services including Wheelchair Accessible Vehicles (WAVs). Lot 5: High Dependency Unit Vehicles. Lot 6: Secure Vehicles. Lot 7: Bariatric Vehicles. Lot 8: GP2/GP4. Provision of Patient Transport Services — mobility type 3, 4, 5 and 6. The Transport Provider will provide transport services for patients with a medical need, between their places of residence and community and acute settings in reasonable time and comfort without detriment to their medical condition for secondary care treatment. This shall include secondary care services provided in a primary care setting. This Lot will be broken down into a further ten (10) sublots by region: A) Region 1: North East B) Region 2: Yorkshire C) Region 3: North West D) Region 4: West Midlands E) Region 5: East Midlands F) Region 6: South West G) Region 7: South Central H) Region 8: South East I) Region 9: London J) Region 10: East. Provision of Car Service including Wheelchair Accessible Vehicles (WAVs) — mobility type 1 and 2. Passenger/Saloon cars. This may include, but is not limited to, renal patients. This Lot will be broken down into a further ten (10) sublots by region: A) Region 1: North East B) Region 2: Yorkshire C) Region 3: North West D) Region 4: West Midlands E) Region 5: East Midlands F) Region 6: South West G) Region 7: South Central H) Region 8: South East I) Region 9: London J) Region 10: East. The Transport Provider will provide transport services for patients with a medical need, between their places of residence and community and acute settings in reasonable time and comfort without detriment to their medical condition for secondary care treatment. This shall include secondary care services provided in a primary care-setting. Provision of High Dependency Unit Vehicles — mobility type 7. Patients that require care to paramedic standard. High Dependency Patients are defined as patients who need to travel in an appropriately equipped vehicle with monitoring equipment (3 lead monitor minimum) and piped oxygen, and who may need to travel with equipment in situ e.g. drips / syringe pumps. This will require the provision of vehicles able to carry incubators/ baby PODS and equipment with children’s qualified nurse. A children’s qualified nurse is defined as a registered nurse with experience of working on a paediatric ward/department and who has been adequately trained. This Lot will be broken down into a further ten (10) sublots by region: A) Region 1: North East B) Region 2: Yorkshire C) Region 3: North West D) Region 4: West Midlands E) Region 5: East Midlands F) Region 6: South West G) Region 7: South Central H) Region 8: South East I) Region 9: London J) Region 10: East. Provision of Secure Vehicles — Mobility Type 9. A secure vehicle is required for the transportation of mental health patients who may or are known to be violent,aggressive or abusive. Registered mental health nurses/ personnel should accompany the patient. Patients with non-sectioned psychiatric conditions will be conveyed according to their mobility. This Lot will be broken down into a further ten (10) sublots by region: A) Region 1: North East B) Region 2: Yorkshire C) Region 3: North West D) Region 4: West Midlands E) Region 5: East Midlands F) Region 6: South West G) Region 7: South Central H) Region 8: South East I) Region 9: London J) Region 10: East. Provision of Bariatric Vehicles – mobility type 8. Bariatric is defined as patients whose weight/shape deems that they need to travel in vehicles with specialist bariatric equipment. Weight thresholds will be subject to risk assessment by the Transport Provider. Provision of GP2/GP4 Vehicles – all mobility types. Urgent calls from GPs or other healthcare professionals which require ambulance transport for a patient within a time frame set by the GP. Immediate, emergency services will be directed to 999.
