Tender description

Warwick District Council is seeking to regenerate and develop a creative quarter based around the creative cultural and digital industries in Leamington Spa town centre and has sought a regeneration partner who can fund design, develop and deliver a creative quarter in Leamington Spa. Further information was provided in the procurement documents. There is no value attributed to this contract. The Procurement process was based on the competitive dialogue process, with a combined selection and outline tender stage. The Authority intended to shortlist a minimum of 3 preferred bidders and maximum of 5(subject to further reservations in the procurement documents) to invite to the first dialogue stage. As there were insufficient and qualified bidders at the selection /outline tender stage, the authority reserved the right to invite less than 3 bidders to the first dialogue stage. The authority utilised its right to hold more than one dialogue stage and to enter into dialogue with bidders on any aspect of their submissions except the minimum requirements, non-negotiable and award criteria.
