Tender description

Neath Port Talbot County Borough Council are seeking to establish a Framework consisting of suitably qualified and experienced transport providers to undertake Home to School/College (Mainstream Education and Additional Learning Needs) and Social Services (Adult and Looked after Children) transport services in the Neath Port Talbot County Borough and surrounding areas. It is anticipated that the Council will operate the Framework for a period of 3 years (with an option to extend for a further period of up to 12 months). This procurement exercise involves establishing a Framework to facilitate the provision of Home to School / Colleges and activities transport services within or outside the County Borough of Neath Port Talbot for the following: 1. Mainstream Education; 2. Additional Learning Needs (“ALN”); 3. Social Services (Adults); 4. Social Services (Looked after Children). Types of vehicles required for Framework Participation: 1. The provision of Mainstream Education Transport Services requires a range of vehicles including Licensed Private Hire vehicles, Hackney Carriage vehicles and/or Passenger Carrying Vehicles (PCVs) including, where specified, the provision of a passenger assistant. 2. The provision of ALN transport services normally require a range of vehicles including Licensed Private Hire vehicles, Hackney Carriage vehicles and/or Passenger Carrying Vehicles (PCVs) including the capability, where specified, of carrying a combination of passengers and wheelchairs, and to provide disabled access and including, where specified, the provision of a passenger assistant. 3. The provision of Transport Services for Social Services (Adult and Looked after Children) normally require a range of vehicles including Licensed Private Hire vehicles, Hackney Carriage vehicles and/or Passenger Carrying Vehicles (PCVs) including the capability, where specified, of carrying a combination of passengers and wheelchairs, and to provide disabled access and including, where specified, the provision of a passenger assistant.
