Tender description

Brighton and Hove City Council requires a Service Provider to provide a comprehensive estate management service to include strategic advice and support for the council's policy development for the estate as well as covering the day-to-day management of the portfolio and the preparation of budgets and financial statements regarding income and expenditure. This framework agreement is in 2 Lots, split as (i) Commercial portfolio and (ii) Agricultural portfolio. The framework agreement is to start 2.4.2018 and will run for four years, ending 31.3.2022. From 1.4.2017 the Council became a founding partner of Orbis, a Public Sector Partnership between the Council, East Sussex County Council and Surrey County Council. In the spirit of the partnership therefore, Brighton and Hove City Council, East Sussex County Council and Surrey County Council will be able to call-off this framework agreement. The council requires the service provider to provide general management, lettings, rent reviews, lease renewals and valuations for the commercial portfolio, which includes secondary and tertiary retail properties, prime retail property, industrial estates, plus a wide range of other properties. Brighton & Hove City Council's total portfolio comprises a mix of properties with retail being the most prominent representing 64 % of the portfolio by income, New England House represents 11.5 %, industrial around 11 %, offices 5 %, leisure 5 % and miscellaneous uses 3.5 %. The council requires the service provider to provide general management, lettings, rent reviews, lease renewals, successions and valuations for the agricultural portfolio, which includes Agricultural Act Holdings, commercial tenancies, farm business tenancies and licences. Brighton and Hove City Council has a large rural portfolio, that extends to about 10 500 acres (4 400 hectares) and is currently held mainly for investment purposes managed on the basis of more wide-ranging criteria taking account of environmental, social and economic regeneration as detailed in the Council's City Downland Estate Policy.
