Tender description

The Authority is seeking expression of interest to appoint a suitably qualified and experienced Main Contractor with proven capability for the purpose of Refurbishment and Construction Works. Traditional contract for refurbishment, remodelling including new service installations, the 3 buildings being renovated have a gross internal area 3 072 m2 gross internal floor area, the overall site area is 6 880 m2 will include associated external works, car parking, access roads, and landscaping. The former Minchenden School is within the curtilage of a Grade II* listed building — Southgate House and close to Southgate Underground and Bus Station. As such any building work required to extend, reconfigure, remodel or refurbish these buildings requires planning consent. Consequently, planning applications for listed building consent under the planning regulations has been submitted and are available for viewing on the Enfield Council Planning Portal (Ref: 16/04677/RE4 & 16/04322/LBC). The Authority will be inviting tenders for the provision of the these works will comprise of (but are not limited to) new build (traditional construction), external works and services. The buildings will have undergone an enabling contract, providing clear buildings for the main contract works. The enabling contract comprises roofing remedial works, services strip out, splitting and removal of all incoming services, removal of temporary structures, partitions. The appointment of the Contractor will be via a 2 stage OJEU compliant Restricted Tender process (Stage 1 SQ / Stage 2 ITT) to culminate in an award under the JCT 2011 Standard Building Contract with Quantities. During SQ stage 1 the intention is to arrive at a short-list of the top five Applicants for formal Invitation to Tender (the ITT) against the requirement.
