Tender description

The contracting authority seeks to procure an innovative and appropriately experienced Main Contractor for the provision of construction services and operations for the refurbishment, reconfiguration and redevelopment of an existing hospital building to provide 4 No new wards and 6 No new court yards and associated building services installations such as, but not limited to the provision of 4 No new lifts and Group 2 and 3 equipment, complete with new external wall cladding, replacement of the existing roofs and associated external works to create a new ECT drop off and MUGA. The provision of construction services and operations is to include all necessary sub contracting and integration and management of the supply chain and the undertaking of the requisite surveys and investigations. SHSC is the main provider of health and social care services to individuals and their carers or families in Sheffield. SHSC's vision is to be recognised nationally as a leading provider of high quality health and social care services. The objective of the procurement exercise is to engage a Contractor to deliver a site / building which is integral to the community and has facilities that are engaging, accessible, flexible and improve both service users, visitors and staff experience. A master programme has been developed from RIBA Stages 1 to 7 based on a 2 Stage Traditional Tender. Preparation of the Outline Business Case has commenced, with the design developed to approximately RIBA Stage 3. The programme currently states a commencement on site date (RIBA Stage 5) as being July 2018 with completion in August 2020. The initial concept has been further developed, to re-develop the existing Longley Centre, and can be summarised as follows: A welcoming entrance where service users and visitors can meet and mix within a cafe, shop and reception. Shared public spaces to include support offices. Tribunal suites and staff offices. On-ward and off-ward therapy spaces. Therapeutic outdoor space. 3 x acute, 18-bed mental health wards. 1 x 14 bed older adult ward. Section 136 suite. Psychiatric decisions unit. Cook fresh kitchen. Electro-convulsive therapy suite. The new main entrance is to house a welcoming cafe and waiting area. Visiting areas will be provided for families for ease of access for patients. A new link containing 2 x new lifts and a new stair core will be provided to improve the flow between departments. 2 x tribunal suites are located within the footprint of the building. A large suite of off ward therapy will be located directly from the ward spines. The ECT will be located on the ground floor with its own entrance lobby for the use of outpatients and inpatients. A fully refurbished kitchen will provide fresh food. A section 136 department will have a facility for 2 x inpatients, located at the ground floor within the footprint of the building in close connection with Ward 1. The PDU will also have its own new separate entrance, waiting and reception space. 3 x Acute 18 bed Ward spaces will be provided. SHSC's procurement drivers, in terms of the most important to achieve the project objectives, are: Ability to achieve technical performance; High quality construction; Confidence of the handover date; Optimise value for money. The GIFA of the works is estimated as being 8 100 m2. A cost plan has been prepared based on the evolving design proposals, which reflects RIBA Stage 3 design being progressed, which reports an anticipated construction value of circa 23 000 000 GBP.
