This PIN gives advance notice of an Invitation to Tender (ITT) which will be published in September 2017. The ITT will seek a technical partner to work with NHS Education for Scotland on the design and delivery of new Executive Leadership Development and Talent Management arrangements for NHS Scotland. The Scottish Government has published the Health and Social Care (H&SC) delivery plan which sets out a programme to further enhance H&SC services in Scotland. The overall strategic intention remains focused on ensuring people in Scotland can live longer, healthier lives at home or in a homely setting, and achieving the ‘Triple Aim’ of better health, better care and better value. Executive level leadership and talent management is fundamental to the success of the delivery plan. New, nationally-led arrangements will be put in place during 2017-18 to identify, track, support and develop the most able clinical and non-clinical leaders within NHS Scotland at executive and aspiring director levels. These arrangements will need to ensure that current and future executive leaders are fully equipped to drive the changes required. NHS Education for Scotland is currently working with Scottish Government and a range of partners and stakeholders on the scoping and design of options for executive leadership development. Options for an executive leadership development package will be appraised in September 2017. The preferred option will draw on leading thinking and best practice. It will include a range of different learning approaches such as experiential learning, simulations and technology-enabled development as well as peer and alumni support. Executive Leadership development sits within a wider context of talent management and succession planning. Preliminary work on talent management principles and processes is currently underway. Further work on guidance, tools and materials will be required together with a robust infrastructure for the co-ordination of the talent management process. The infrastructure will provide a systematic approach to the identification, development and tracking of individuals and talent groups. NHS Education for Scotland is now seeking technical partners who will have the skills, technical expertise, capacity and resources to support this work. The Invitation to Tender will be issued as 2 lots. A single supplier is sought for each lot. Suppliers may submit tenders for both lots. Description included in Lot1.
