Tender description

Orbis is a partnership between Surrey and East Sussex County Councils that aims to provide seamless and resilient business services to the public sector, creating a compelling alternative to other providers. The Orbis Partnership incorporates the following services: Human Resources and Organisational Development, Property, IT, Procurement, Finance and Business Operations. Orbis Property Services are responsible for: - working with partners to meet the changing demands and strategy of the communities we serve whilst simultaneously looking at the opportunities and delivery of efficiency savings - delivery of the School Basic Need programme in Primary, Secondary, SEND (Special Educational Needs and Disabilities) and Pre-School education sectors to meet the growing demand for school places. - delivery of other public sector capital projects The Orbis Capital Programme is anticipated to be in excess of £500m over the next 4 years. In accordance with Orbis Partnership's priorities this Programme will be delivered by a range of contractors including SME's. In order to meet the requirements of the Capital Programme Orbis Partners intend to establish the new Construction Framework with multiple contractors. This new Framework will supplement a number of existing procurement arrangements which are available to Orbis Partners and Clients which will be used to deliver Orbis Capital Programme. The Framework will be used as a vehicle to deliver diverse types of construction projects and programmes across the public sector. The Orbis Construction Framework will be divided into two value banded Lots. Lot 1 - construction works typically between £3m - £10m Lot 2 - construction works typically between £1m - £3m The Framework is intended to be in place for the initial term of 3 years with an option to extend it to 4th year. The main areas of activity will comprise individual projects or programmes for new build work, extensions, improvements and refurbishment works. Areas of activity may include any building construction work undertaken by the participating organisations, their facilitating agencies or sub users acting with or on their behalf within the areas including but not limited to the following: • Primary and Secondary Education • SEND and Pre-School Education Sector • Further Education • Care Sector • Office Developments • Leisure Centres • Libraries • Police and Fire & Rescue Authorities Buildings • Health Service Buildings The Authorities which currently form the Orbis Partnership share a combined Capital Programme anticipated to be in excess of £500m over the next 5 years. The significant proportion of the Capital Programme that Orbis Partners will deliver is the School Basic Need Programme in primary, secondary, SEND and pre-school education sector to meet the growing demand for school places within East Sussex Surrey county areas.
