Tender description

The London Borough of Hackney is seeking to establish a Framework Agreement for the Provision of Professional Services–Property Services. This Framework Agreement will comprise of three (3) Lots which are as follows: Lot 1-Commercial Sales, Lot 2-Residential Sales and Lot 3-Retail Sales. The Framework Agreement will be for a period of four (4) years and will commence on 8.1.2018. The London Borough of Hackney welcomes organisations that can provide high quality and cost effective services under one, two or all three lots. The total estimated value over 4 years is 5 750 000 GBP. The successful Provider(s) will: — Deliver a high performing and efficient service;— Ensure best price and best value practice is achieved for the Council;— Provide a safe, reliable and efficient service for the Council; — Show an innovative partnering approach to working with the Council. The scope of this Lot (maximum 9 supplier), whist not guaranteed includes (without limitation) professional advice and assistance with respect in the following areas: — Acquisition of freehold and leasehold property. — Disposal (includes letting and or commercial arrangements) of freehold and leasehold property. — Rent reviews. — Lease breaks and lease expires. — Lease renewals. — Dilapidations. — Landlord and Tenant issues including Landlord consents, service charges and claims. — Rating support services. — Strategic advice including the preparation and development of an estate strategy. — Procurement strategy for property related issues. — Development consultancy and advice. — Valuations. — Planning and Planning Viability Assessments. — Condition surveys. — General advice on estate and property management. — General management duties. — Compulsory purchase. — Daylighting/ sunlighting/ overshadowing and rights of light. — Party wall awards. — Wayleaves and easements. — Other neighbourly matters. The scope of this Lot (maximum 5 supplier), whist not guaranteed includes (without limitation) professional advice and assistance with respect in the following areas: — Disposal of freehold and leasehold property including shared ownership properties — Residential; — Acquisition of freehold and leasehold property including shared ownership properties — Residential; — Valuations — Residential. The scope of this Lot (maximum 5 supplier), whist not guaranteed includes (without limitation) professional advice and assistance with respect in the following areas: — Disposal of freehold and leasehold property — Retail. — Acquisition of freehold and leasehold property — Retail. — Valuations — Retail. — Landlord and Tenant issues in including Landlord consents, service charges and claims — Retail. — Rent reviews. — Lease breaks and lease expires. — Lease renewals. — General management duties — Retail.
