Tender description

Portsmouth City Council (the ‘Employer’) is seeking to establish a multi-supplier framework agreement for the delivery of project works on a Primary Contractor basis. The contract value of individual projects let via the agreement will typically range from approximately 100 000 GBP to 1 500 000 GBP, however to provide for flexibility there will be no binding upper or lower limit. The Employer estimates that the agreement may be used to let a total of 5 000 000 GBP — 6 000 000 GBP worth of aggregate spend per annum. The Employer is aiming to have awarded the agreement by 15.5.2017 with a commencement date of 1.7.2017. Once operational the agreement will run for a maximum duration of 4 years. The Employer will establish the agreement concurrently with the letting of a contract for planned maintenance works to 10no. blocks located within the City. The estimated value of this contract is 1 050 000 GBP and the works commencement date is 3.7.2017. The agreement will be used to deliver works projects for low, medium and high rise traditionally and non-traditionally construction residential, educational, community and commercial properties including for new builds & extensions. The type of projects let via the agreement will usually not have one predominate trade and will require a Primary Contractor to employ and manage, either directly or through sub-contractors a range of different trades. Examples of typical types of works that would be undertaken include but are not limited to; — Provision of site welfare and high level access equipment. — Flat and pitched roofing. — Asphalting / structural waterproofing. — uPVC window and composite door installation. — External and communal decorations. — Concrete repair, brick repointing and other structural works. — Emergency lighting installation and associated electrical installations. — Fencing and landscaping works. — Other associated repairs. — New builds and extensions. The agreement will mainly be used for single stage designed works; however the Employer reserves the right to procure non-standard works through the agreement using an appropriate contract from the JCT 2016 suite of contracts. Non-Standard works could include for projects which incorporate strategies such as Early Contractor Involvement, 2 stage open book, design & build, etc., or in terms of works scope, higher value contracts, niche work packages & work methods, higher complexity new build and extensions, etc. The Employer will establish the agreement concurrently with the letting of a contract for planned maintenance works to 10no. blocks located within the City. The estimated value of this contract is 1 050 000 GBP and the works commencement date is 3.7.2017. The contract will be let using the JCT Intermediate Contract 2016 and will cover provision of welfare facilities and high level access, installation of emergency lighting and electrical testing, installation of property fire doors, structural repairs including concrete repairs, lintel replacement and re-pointing, external and communal decoration together with roof repair and replacement. A full specification, associated documentation and pricing schedule will be included within the tender pack. A two tier framework agreement will be established to provide for additional flexibility and contingency over the term of the agreement. The first tier will be the Primary tier and will be made up of the highest scoring 6 (or greater if multiple bidders achieve the same score as 6) suppliers as a result of the evaluation process; the second tier will be a reserve of 4 contractors with potentially more should they be within 5 % of the supplier ranked 10th. Further information regarding the operation of the tiering system is included within the tender documents and within the tender documentation. The agreement will also be available for members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC) to utilise at their discretion. The PRPP is made up of the following members: — Portsmouth City Council. — Havant Borough Council. — Fareham Borough Council. — Gosport Borough Council. — University of Portsmouth. — NHS South of England Procurement Services (SoEPS).
