Repair and maintenance services of building installations

Tender description

The Council seeks to engage a contractor to carry out Mechanical and Electrical Reactive & Planned Maintenance, Out-of-Hours Emergency Repairs, and Minor works principally to the Council's non-housing property portfolio. The Contract will cover Mechanical and Electrical Reactive & Planned Maintenance and Minor Works projects to Council-owned schools (excluding PPP schools), offices and other public buildings, and other properties where the Council has a duty to maintain, within the boundaries of East Ayrshire Council. The Council seeks to engage a single contractor to carry out Mechanical and Electrical Reactive & Planned Maintenance, Out-of-Hours Emergency Repairs, and Minor works principally to the Council's non-housing property portfolio. The Contract will cover Mechanical and Electrical Reactive & Planned Maintenance and Minor Works projects to Council-owned schools (excluding PPP schools), offices and other public buildings, and other properties where the Council has a duty to maintain, within the boundaries of East Ayrshire Council. The successful Contractor must be able to provide a fully comprehensive Mechanical and Electrical Repairs service throughout the term of the Contract. The successful Contractor will be required to provide a comprehensive Mechanical and Electrical repairs service incorporating all the work and items included within National Schedule of Rates 2011/2012 — sections Mechanical and Electrical Services in Buildings, but with the exception of the specialist pro-active maintenance services that are contracted separately, and works placed under separate multi-trade term arrangements. It should be noted that where a specialist pro-active maintenance service or multi-trade term arrangement exists, work Orders may be routed and placed at the sole discretion of the Council. Packages will be from minimum order value of 50 GBP to a maximum value of 50 000 GBP per order. It is anticipated that the notional annual value will be 935 000 GBP, although the type of workload is likely to vary in quantity and type from week-to-week and month-to-month during the term of the Contract, and no guarantees of workload can be given. Historical figures show approximately 250 planned and 1000 reactive electrical works and 750 planned and 720 reactive mechanical works per annum. Technology Forge. It will be a requirement of this contract for the successful Contractor to provide an electronic interface between the contractor's software and the Council's software, the Technology Forge. The interface will electronically transfer job status and valuation information between the two systems. The transfers will be set up to run automatically at pre-determined times. Full details of the interface requirements will be included as part of the tender to follow this notice. There is an anticipated lead in time of circa 3 months to facilitate the setting up of the interface. Conditions of Contract. The Conditions of Contract on which the Contract is to be based is the Measured Term Contract for use in Scotland, MTC/Scot (2011 Edition) with amendments, as issued by The Joint Contracts Tribunal Limited. The Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE). Bidders must note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply in respect of this Contract, and that for the purposes of those Regulations, the arrangements under this Contract may effect a Service Provision Change on the Operational Date.
