Tender description
The Council is seeking to appoint a partner to form a long term (up to 15 years) corporate joint venture property vehicle (on a 50:50 ownership basis to secure investment and expertise to deliver Wirral's property regeneration and asset transformation strategy. This is a major regeneration and mixed-use development project to deliver new office, business, retail and leisure developments; industrial and commercial developments; infrastructure; housing and residential accommodation; extra care housing; public realm; community facilities, extra care schemes and hotels and to develop the area to encourage businesses to invest in Wirral. It may also involve maintaining developed assets and managing assets for the Council or in partnership with the Council for a long-term revenue stream. The opportunity will focus on Council owned sites throughout the borough and potentially other sites acquired by the Council (including through the JV) during the joint venture period. The partner through the JV will undertake development and provide services to the Council including (but not limited to) master planning; strategic development consultancy advice, environmental consultancy advice; technical and building services; architectural design; urban design and landscaping; land assembly; physical construction and development, marketing and disposal of development assets; energy generation; asset maintenance and management services. 32 + assets marked for potential development (estimated value: 250 000 000— 500 000 000 GBP), 5 priority areas (Birkenhead, Moreton (including Foxfield), Bebington, Wallasey and Bromborough (MoD)) containing 11 priority sites. Additional assets for development or acquisition in the Borough of Wirral and Merseyside may be identified. The estimated value is the estimated gross development value in the market of the developed assets.
